Job description

Quantum technologies use the unique physics of small particles to achieve things that wouldn’t otherwise be possible. They promise massive benefits to a range of sectors – from improving disease or emission detection to discovering new drugs and materials. 

The UK is already a world-leading in quantum, having invested early through a first-of-its-kind national programme. In March 2023, the government published a strategy for the next decade, which looks to turn excellent research and innovation into a quantum-enabled economy by 2033.

The Office for Quantum (OfQ) in DSIT has been set up to implement this strategy, working with partners across government, academia and industry. It is a fun, friendly and inclusive team with a broad-ranging and exciting brief.

This is one of two Deputy Head roles in the team. The post-holder will oversee OfQ's work on delivery/programme management, financial strategy, international partnerships and regulation.

This is a rare opportunity to shape the direction of a new team in maintaining UK leadership in a cutting-edge technology, with real long-term impact for UK citizens and the economy.

Person specification

The role’s focus can be shaped in line with the successful candidate’s experience and preferences, but is likely to include:

  • Line managing at least two Grade 7's and task management of others. Providing clear direction and support to help the team excel
  • Leading the team’s delivery function, ensuring we have the right structures, relationships and information (management and financial) to keep the strategy on track
  • Overseeing the team’s work on international collaboration, supporting high-impact bilateral and multilateral engagement to drive forward the UK strategy
  • Overseeing the team’s work on regulation and standards, including responding to Regulatory Horizon’s Council report on quantum regulation and driving forward a new pilot standards network with the National Physical Laboratory
  • Developing OfQ's approach to fiscal events and Spending Reviews, working with policy leads and DSIT central teams to build and agree a well-evidenced case for continued investment
  • Overseeing OfQ's communications plans, working with DSIT comms to build public, industry and government understanding of progress with the national quantum strategy
  • Helping ensure OfQ is an excellent and inclusive place to work, supporting team wellbeing and development, and driving forward action on people survey results
  • Representing OfQ in senior government discussions and at external events, deputising for the Deputy Director where needed
  • Leading on other delivery and policy issues as they arise, with the portfolio evolving to reflect the wider context as needed

The role involves extensive collaboration with teams across DSIT, UKRI, and other government departments as well as academia and industry. Occasional travel within the UK and internationally is required.
