Job summary

Infrastructure delivery is a challenging environment in which to work, with interdependencies between the required programmes and projects and the need to maintain military outputs. The candidate should be a self-starter, good leader, have personal resilience and excellent time management. You will be required to deliver at pace and demonstrate effective application of programme and project management skills, tools and techniques.

This position is advertised at 37 hours per week.

Job description

Leadership and management of Major Programmes & Projects (20%)

·         Provide strategic advice and support to Programme Director and wider programme stakeholders where required.

·         Deputise where required for Programme Director on programme matters

·         Manage the team in order to deliver DIO outputs

·         Demonstrate a personal commitment to the DIO Guiding Principles

·         Provide leadership for the intergrated teams members in your AOR

·         Develop team members and assit line managers in delivering departmental goals

·         Ensure local compliance with mandatory requirements e.g. health and safgety (H&S) training and implement current Health and Safety legislation and guidance.

·         Promote strong working relationships both within the team and with other teams across DIO, MPP and MoD

·         Provide education, guidance, advice and coaching on programme management best practice to programme colleagues

·         Champion MP’s High Performing Team ethos, values and action plan, leading by example

Directing project activities and supporting project development (15%)

·         Manage and coordinate internal and external resources to achieve delivery plan for the delegated project or sub-programme

·         Provide appropriate reports to the Programme Director, DIO, Senior Responsible Owner and Front-Line Command chains of command.

·         Recruit programme office staff to match demand and manage the ongoing development and performance of the team members

·         Manage and coordinate Team Succession planning

·         Proactively monitor the progress of the programme, resolving issues and initiating appropriate corrective action

·         Manage interfaces identifying risk and resolving conflicts and issues

Stakeholder Management (10%)    

·         Act as the lead to support implementation of an integrated project team approach across the programme, interfacing with external and internal stakeholders.

·         Development and maintenance of engagement with team stakeholders in order to achieve delivery outputs

·         Development of stakeholder messaging in line with DIO Corporate approach and messaging.

Delivery in collaboration with users, industry and DIO MPP team (20%)

·         Define, implement and act to continuously improve change controls to increase delivery confidence and understanding.

·         Core programme management products, including programme mandate, programme plans, RAID logs, governance documents, review notes and information notes.

·         Manage and coordinate highlight reports, progress updates and other reports as required

·         Manage and implement Benefits maps and profiles, and benefit realisation plans

·         Direct Project management activities in partnership with Industry Partners

·         Direct effective supplier management, stakeholder and end user engagement in the delivery of the project or sub-programme to assure that output delivered meets the defined requirement within the funding and time parameters and in pursuit of Value for Money

·         Engage with Commercial staff to identify the optimum procurement strategy for construction professional services and construction works

·         Proactively manage risks to drive optimal delivery for MoD and promptly manage issues to mitigate programme delay and cost escalation

·         Manage direct interface with Programme Managers

Manage delegated budget and resources (20%)

·         Monitor, manage and report on programme budget, understanding and supporting the financial planning cycle where required.

·         Responsible for managing project budget and keeping within delegated limits

·         Responsible for ensuring appropriate financial management for team that is compliant with MoD policy

·         Responsible for timely and accurate financial reporting for team including forecasts of outturn, risk and input to annual financial planning as required

·         Responsible for financial propriety in relation to T&S for team including ensuring appropriate record keeping and audits

·         Support the development of business cases and the internal and external scrutiny process

Wider DIO Business and improvements (15%)  

·         Take responsibility for wider business initiatives, strategic management and effective implementation across area of responsibility

·         Share best practice amongst peers and undertake lessons learned exercises to ensure effective and efficient development of the estate

·         Support wider Government initiatives as directed by the Director or 2* Director MPP

·         Responsible for delivery of communications and engagement activities for project team in line with DIO Corporate Communications strategic messaging and wider MoD communications policy and guidance

·         Undertake/ support activity in relation to strategic asset management including liaising on proposed activities and advising of possible opportunities

·         Prepare briefs and papers as required and input to draft policy papers

·         Undertake/ support activity in relation to parliamentary or other secretariat business

·         Undertake/support activity in relation to continuous improvement

Person specification

Essential Experience

  • Schedule management
  • Risk, issues and opportunity management; Strategic understanding of schedule changes, conflicts and risks to the portfolio performance cost and time envelope as well as operational deliverability.
  • Oversee programme/project level schedule analysis; escalate, report and convey schedule changes to key stakeholders
  • Budgeting and cost management
  • Stakeholder and communication management;
  • Experience of operating at senior management level, directly engaging with the senior customer representatives, deputising for the senior management, leading multi-disciplinary and multi-organisational teams to empower operational delivery
  • Educated to degree level in a relevant discipline (e.g. Project Management) or able to demonstrate significant knowledge experience at a comparable level.
  • Obtained or working towards one of the following: PRINCE2 Practitioner; Agile Project Management Practitioner; APM Project Management Qualification; PMI Project Management Professional; Leading and Managing Project Workstreams.

 

Desirable Experience

Knowledge and understanding of the government financial approvals process for large projects.

Significant knowledge and experience of leading multi-million-pound programmes, ideally within infrastructure
