Job description

The Matrix Programme is a transformation programme involving the Cabinet Office, Department for Science, Innovation & Technology, Department for Energy, Security & Net Zero, Department for Culture, Media and Sport, Department for Education, Department for International Trade, HM Treasury and the Attorney General’s Office. It is a unique cross-government collaboration that will unlock simpler, better and more joined up working; by bringing together the systems, processes and ways of working for key government functions such as Finance and HR - commonly known as Shared Services.  

The post sits in the Shared Services Management Team, a fantastic team passionate about improving the existing shared services experience for the, Department for Science, Innovation & Technology (DSIT) and Department for Energy, Security & Net Zero (DESNZ) and its partners, while working to deliver the strategic objectives of the new Government Shared Services Strategy through the Matrix Programme. This role will report into the Finance Functional Lead.

We are looking for a Deputy Finance Functional Lead, responsible for helping ensure the design of the future finance system meets the requirements of stakeholders in DSIT & DESNZ, helping to implement the new system and associated changes to processes, and supporting work on the final business case.


Person specification

Support process design– support the Finance Functional Lead with discovery work to document “as is” finance processes, collaborating with colleagues on the design of changes to those processes, supporting impact assessments of moving from the old processes to the new.

Stakeholder engagement and management – responsible for building and maintaining strong working relationships with functional leads from other departments, Process Owners, and the subject matter expert community across the department to drive forward the required changes and ensure that the needs of stakeholders are articulated in the Finance functional design.

Change management – working closely with the DESNZ & DSIT change team to assess and articulate the change impacts that are identified through the Finance functional design. You will support on identifying potential benefits and consequences of the changes and ensure these are fed into relevant change plans and change impact assessments.

Supporting work on the final business case for the Matrix programme, in particular the identification and quantification of benefits and plans to track those benefits within DESNZ and DSIT.

Support management of domestic budgets for the DSIT & DESNZ Matrix project team, including planning, budgeting and forecasting and monthly reporting.

Skills and experience:

- Qualified accountant (ACCA, ACA, CIPFA or CIMA) with a broad understanding of finance processes and policies.

- Ability to understand and analyse detailed processes and policies and identify the impact of changes to the current ways of working.

- Working in a fast-paced environment by proactively managing and prioritising competing demands to meet challenging and changing deadlines.

- Ability to influence a wide network of stakeholders with experience of influencing senior stakeholders to achieve successful outcomes.

- Highly organised, with the ability to quickly understand and assess issues, set direction, and lead others to drive change across people, process and technologies.
