Job summary

Deputy Director Enterprise Services

This is a senior leadership role within the NCA, responsible for the leadership and management of the Enterprise Services department of circa 90 officers, as well as our suppliers. The Dept is responsible for ensuring the provision and security of the NCA’s IT Enterprise Services which enables the Agency and its partners to achieve their operational outcomes and mission effects across the Serious and Organised Crime (SOC) system. This is a 24-hour operation, working 7 days a week, across 365 days of the year. 

Enterprise Services work with suppliers to ensure our services are reliable (with high levels of availability) and affordable within our financial budgets.  The team manage the movement of new services as they go live to users across the estate helping modernise our IT estate, reduce technical debt and consolidate shadow IT. Enterprise Services also drives the Supply Chain that enable the NCA to be an agile and responsible organisation, and ensure the sustainability of our future technology estate. 

Enterprise Services currently deliver four main functions:  Specialist Operational Services (SOS) which support the NCA’s operational capability, including our international operations; Service Design & Transition which ensures that new products and services adhere to the NCA’s service design principals and transition into the live environment is appropriately controlled and managed across all internal and external service providers; IT Performance Management assures the performance and continual service improvement of all technology, information and data services provided by the NCA and maximises the value from our suppliers in the provision of these services; and IT Estates Delivery which navigates the complexities of working across all commands to deliver their IT/digital requirements arising from the changing estate.   

Deputy Director Programme Delivery

This is a senior leadership role within the NCA, responsible for the leadership and management of the DDaT Programme Delivery (DPD) department.  The NCA has embarked upon a significant transformation programme across all aspects of its people, estates and ways of working.  Digital, data and technology products and services are integral to this transformation journey which requires DDaT to build, operate and sustain common IT services to support our operational ambitions.

We are modernising the DDaT Operating Model and have established a programme delivery function that can support Agency wide demand for all IT related services through a Tower Delivery model.  This approach groups activity and skills into delivery centres of excellence in End User Services, Networks, Data Centres & Hosting, Platforms (cloud and on-prem), Business Applications, and Supply Chain Transformation.  This function provides the technical delivery skills to support all aspects of Agency work where there is an IT component.

You will be responsible for building, operating and sustaining the DDaT Programme Delivery (DPD) team that brings technical expertise to bear in support of all transformation and sustainment activities.  You will work closely with multiple teams responsible for leading business change and transformation activities, being accountable for the timely delivery of IT projects and services to time, cost and scope to meet their delivery ambitions, transitioning new capabilities and services into live IT operations executed by the Enterprise Services team within DDaT.

DDaT Programme Delivery oversees the planning, resourcing and execution of all Towers delivery, this currently includes ~£50m per annum of IT delivery with a workforce of 54 permanent staff and additional professional services, drawing upon a wider supply base to achieve delivery outcomes.  You will be responsible for the recruitment, deployment and continuous professional development of a highly skilled workforce to support the NCA’s transformation plans.  

You will have a proven track record in programme delivery and be able to work together with colleagues across all areas of the NCA to deliver a coherent and balanced portfolio of activities, using governance and benefits methodologies to support prioritisation in what is a resource constrained environment.  You will lead assurance activities to build confidence in delivery performance, taking mitigating actions as necessary to manage IT delivery dependencies.

Deputy Director Transformation

Transformation in the NCA is at an unprecedented level.   We are building new platforms at every classification; rehousing our data; modernising all critical applications; delivering a key estates shift and revising our ways of working. At the same time, we are building capacity on behalf of the wider Serious and Organised Crime system.  As a Deputy Director you will play a key role in both shaping the strategic direction of business change in the NCA, as well as leading programmes that form critical pillars of delivery.

As Deputy Director Transformation you will look across the NCA’s transformation portfolio as a whole.  Particular focus will be on change management with responsibility for driving a revised agency wide approach to engagement; revised ways of working in terms of change delivery; assure coordination and alignment between major programmes and projects; and act as deputy SRO (Senior Responsible Officer) for elements of the change landscape.  You will also carry the role of Head of Profession PPM (Project Portfolio Management) and will lead a programme of professionalisation in terms of how the NCA nurtures and develops its cadre of change professionals.

Main Responsibilities: 

  • Responsible for the overall design, delivery, 24x7 operational management and reporting on a range of technical services which support NCA needs (operational, corporate and business facing), together with service desk, incident and problem management, asset and configuration management of NCA’s technical capabilities.
  • Responsible for management of Enterprise Tech Debt risk for the agency introducing and maintaining mitigating controls.
  • Sustain services in line with SLAs, ensuring investment in technical re-fresh.
  • Lead on the safe and effective introduction of new technical services into the IT estate. Overall responsibility for IT Service Management and transition of non-core technology services into the core service catalogue.
  • Lead on the creation, management and maintenance of a service catalogue, services hierarchy, IT accounts access, critical systems list, channel management and request fulfilment mechanisms for IT and non-IT capabilities.
  • Establish SLAs with the supply chain, OLAs with business areas and the account management associated with delivery and reporting against those agreements.
  • Responsible for managing both the operation and performance of commercial arrangements which support the delivery and operation of technical capabilities across NCA, including supply chain management.
  • Manage the migration of Local IT Services into Enterprise Services management and control.
  • Drive technology savings across NCA technology estate.
  • Sponsor and participate in corporate initiatives.

Corporate Leadership

  • Deliver effective business management - to support the delivery of DDaT Programme Delivery.
  • Lead and develop agency process and procedure - to drive operational outcomes.
  • Act as a role model who leads, inspires, motivates, empowers and develops officers within own team and across the Agency and achieves high standards for both self and others.
  • Inspire confidence at the highest level.  Regularly step outside own team and actively influences peers, senior leaders and key stakeholders to further NCA aims.
  • Create and build constructive and positive partnerships and actively seek to build collaborative working arrangements within the Agency, Home Office, wider Government and the Law Enforcement community in the UK and abroad.

Professional / Functional Leadership: 

  • Champion delivery and implementation of the Data and Technology Strategy and DDaT Programme Delivery across the NCA and provide overall lead and direction.
  • Promote an energised culture focussed on collaborative working and strategic change aligned to the NCA Strategy and performance ambitions.
  • Leading the delivery towers to provide the technical delivery skills to support all aspects of NCA work where there is an IT component that contribute to the delivery of NCA objectives, driving delivery at pace through agile and waterfall methodologies.
  • Prioritising effective allocation of resources across DDaT DPD to ensure optimal delivery of benefits.
  • Chair governance boards for taking decisions on DDaT DPD development in response to escalated risks or opportunities.

  • Ensure DDaT DPD evolves to reflect changes in strategic directives and business priorities.

The successful post holder will deliver effective business management with an aptitude to lead and develop agency process and procedures as relevant to digital transformation and change management.

The post holder will also inspire confidence at the highest levels; regularly step outside their own areas to actively influence peers, senior leaders and key stakeholders and act as a role model who inspires, leads, motivates and empowers officers.   All set against a backdrop of building and maintaining an inclusive and diverse focus on delivery.

Responsibilities will include:

  • providing strategic oversight of change management within the NCA; assuring cohesion across projects and programmes and driving a clear and coordinated narrative of engagement with the NCA and its partners as appropriate
  • carrying out the role of Deputy SRO for key delivery programmes as they sit within the remit of the wider Transformation Directorate including appropriate governance oversight and benefits realisation;
  • leading the development of a change profession within the NCA as Head of Profession PPM; working with colleagues to create a clear career pathway for change professionals that nurtures and retains resource developed under a robust and dynamic coaching programme;
  • overseeing the delivery of direct business change resource to projects and programmes both within the Directorate and across the NCA; reviewing how business change resonates with the organisation at all levels; and to assure flexibility in line with wider NCA strategic and operational objectives;
  • providing strategic oversight of programme delivery methodology; driving increased adoption of agile methods; assuring business change is embedded as a profession across the full life cycle of projects and programmes; and to oversee the move towards a leaner approach to project and programme governance and controls;
  • delivering a stronger alignment of projects and programmes; testing dependency mapping; addressing common barriers to delivery particularly in relation to resource and financial barriers; reducing duplication of effort and driving a culture of cross-programme working where appropriate.

  • Proven experience of managing mission critical IT services within large, complex organisations.  Proficient in ITIL, IT Service Management and critical incident response.  Track record of delivering Enterprise IT Commercial services through effective supplier management.

  • APM Registered Project Professional
  • Major Projects Leadership Academy (or be willing to attend once in post)
