Job summary

The Corporate Transformation and Workplace Directorate sits within DG Corporate, the part of Scottish Government responsible for providing the corporate services which underpin much of the work that government does.

Applications are now invited for the role of Deputy Director, Transformation Design and Architecture. This is a permanent and pensionable SCS 1-level role, with a starting salary of £86,398.

Reporting to the Director of Corporate Transformation and Workplace, this role will lead the Corporate Transformation, Transformation Design and Architecture team within the Directorate. The focus is transforming these corporate services: systems and processes put in place some time ago are no longer fit for the government we have become, and for the journey ahead. Corporate services and capabilities need refreshed by creating new levels of service; ease of use; and productivity gains.

There is much work to do to understand the target state for corporate services, and the journey taking us there. A major transformation of our core HR and Finance services is already underway; this is just the beginning. A range of initiatives delivering short, medium and long term gains need to come together within an overall portfolio of work, drawing upon the skills and contributions of many parts of DG Corporate and beyond.

The Directorate will be responsible for many programmes and initiatives as we grow; these will be critical to the ongoing development of SG.

Job description

Your work will involve the following:

  • Current state - Building a detailed understanding of the entire suite of corporate services, their current ‘health’, interdependencies and challenges;
  • Future State – Leading, and being responsible for, delivery of the DG Corporate business architecture; covering process; organisation; location; business objects; business capabilities; relationships and underlying solutions to produce the Target Operating Model;
  • Building a library and knowledge base for corporate services, business architecture, ‘to be’ blueprints etc.;
  • Developing and socialising a view of priorities and the rationale;
  • Identifying opportunities within existing business models to create efficiencies, synergies and performance improvements;
  • Networking across the Scottish Government and wider public sector to form a picture of related work and identifying opportunities for collaboration and cohesion;
  • Providing business architecture and business analysis expertise for the preliminary assessment of corporate change demand and agreed priorities; 
  • Building, leading and continuously improving the business analysis, architecture and analytical service capabilities within the Directorate;
  • Ensuring that detailed technical architecture is sympathetic to the overall blueprint, roadmap and strategies for the corporate platform as a whole;
  • Bringing broad and deep knowledge of government services, other business sectors and technology trends into the conversations about opportunity and possibility;
  • Challenging divergence and counter-productive strategies that detract from the delivery of a cohesive corporate platform and suite of services;
  • Researching, understanding and keeping up to date with industry thinking, best practice, technology and customer trends.

It is essential that you evidence a strong and successful track record of the following:

Specialist Expertise

Specific Transformation Design and Architecture skills

  • Defining enterprise architectures and leading their transformation for complex organisations, coupled with a background of working with business solution vendors, technology vendors and products within the market.
  • Utilising industry architecture frameworks such as TOGAF and ArchiMate in influencing the development of business strategies at senior levels and identifying transformational opportunities for the businesses and technology areas associated with both new and existing technologies.
