Deputy Director Strategy Change & Development will be great move for someone with proven experience in transformational programme and project management delivery, developing strategy whilst building and executing strategic delivery plans.  It's a role that will suit someone who can demonstrate how they have formulated evidence-based strategies and then been able to translate these into actual business practice.

Deputy Director Planning & Performance will be a great move for someone with proven experience in driving transformational change whilst ensuring that the business processes, governance and risk management are robust. You will have experience in leading PMO function or leading multi-faceted change programmes. To be successful in the role you will also have extensive influencing/negotiating skills.

For both roles you’ll be experienced in leading high performing teams and working with others to deliver high-quality, user focused outcomes. Good analytical skills are important in order that you can make full use of data and bring complex subject matter to life for different audiences. And you should be able to establish strong networks with senior stakeholders, within and outside your own organisation.


Job description

Deputy Director Strategy, Change & Development

Key Responsibilities:  

  • Lead the central function within Delivery and Schemes responsible for the development and implementation of a multi-year strategy for the directorate, ensuring alignment with government plans through robust and effective strategic relationships with funding partners, and active engagement with GEMA. ​
  • ​Lead the central change delivery function for the Delivery and Schemes directorate, ensuring effective deployment and performance of a flexible pool of Programme and Project Managers against an agreed annual change programme.​
  • ​Build a new Business Development function for Delivery and Schemes, comprising of a central development team to support the Operational Delivery Profession and a new Scheme and Technical training team to build and deliver Delivery and Schemes specific training – a key enabler to future fast paced growth.​
  • ​Lead a cross-directorate Continuous Improvement function to drive ongoing process efficiencies, increases in user-focused design and quality outcomes, and building a directorate fit for the future. Design a communication and engagement programme that fosters a culture of continuous improvement and encourages idea generation.  ​

 

Deputy Director Planning & Performance

Key responsibilities:

  • Lead the central function within Delivery and Schemes responsible for the planning, prioritisation, and funding of the directorate.​
  • ​Responsible for the governance and oversight of a significant programme of work across the Delivery and Schemes directorate via the leadership of a robust PMO office which plans and monitors the effective delivery of projects against agreed methodologies and frameworks, partnering with the Enterprise PMO as appropriate.​
  • ​Deliver a strategic approach to directorate-wide workforce planning, aligning the needs of business as usual and change delivery with a robust and agile prioritisation mechanism to enable delivery against fluctuating in-year demands.  ​
  • Develop and maintain effective strategic relationships with funding partners to successfully ensure common understanding and agreement on future budget and resources required to deliver against the Delivery and Schemes strategy.

Key Corporate responsibilities for both roles:

  • Contributes to development of Ofgem’s strategic programmes and partners with senior leadership teams to prioritise work and resources to deliver effectively across Ofgem 
  • Represents Ofgem across Government, UK Regulatory networks and the Energy sector to promote and advocate for Ofgem policies and priorities 
  • Leads portfolio in line within Ofgem's operating model, supporting the organisation’s approach to strategic workforce planning and flexible deployment decisions to meet the organisation’s strategic priorities.
  • Supports Ofgem’s Professions model, providing professional mentoring, development, leadership and thought leadership across postholder’s relevant professional disciplines ​

    Essential Criteria

    • ​Proven experience in developing strategy and building & executing strategic delivery plans. (LEAD)​
    • Extensive experience in transformational programme and project management delivery. (LEAD)​
    • Demonstrable experience at building and maintaining effective senior level relationships with external and internal partners and successfully negotiating with/influencing senior stakeholders. ​
    • Proven ability to manage a quality service, delivering user focused high-quality outcomes reliably and at pace.​
    • Extensive experience in leading, inspiring, and developing diverse / multi-functional teams and ways of working, including training & development teams

    Desirable Criteria

    • Strong understanding of change communications – with demonstrable experience of large-scale transformation and culture change. ​
    • Formal change management and/or learning & development qualifications. 

    Deputy Director Planning & Performance​

    • ​Extensive experience in driving transformational change in business management/operations processes e.g. budgeting, funder relationships, workforce planning and change governance. (LEAD)​
    • Extensive experience at building and maintaining strong effective senior level relationships with external and internal partners and successfully negotiating with/influencing senior stakeholders. (LEAD)​
    • Proven experience in leading a PMO function or leading multi-faceted change programmes. ​
    • Proven ability to manage a quality service, delivering user focused high-quality outcomes reliably and at pace.​
    • Extensive experience in leading, inspiring, and developing diverse / multi-functional teams and ways of working.​
