Support the delivery of a vital, multi-strand migration and borders system

Job description

Migration and Borders Group.  Covering the most high-profile policy areas for the Home Office –asylum, migration, nationality, citizens’ rights and border transformation – it encompasses policy, legislation and reform of the immigration system. This system will be resilient, and well-placed to manage ongoing policy change. It will also be easy to understand and navigate, streamlining the process to free up time for more complex cases.  

Your challenge is to lead a team that supports the delivery and maintenance of an efficient, coherent and transparent migration and borders system. To do this, you will establish strong relationships with key stakeholders, and work closely with policy, design, operational and technology teams to ensure that delivery plans are fit for purpose.  A key task is to translate evolving policy, legislation, rules and guidance into tools and products that meet user needs (including customers and decision-makers).

An in-depth understanding of the legislative, business and technical design issues an organisation needs to consider when implementing new policies will be key to your success. You will also need the leadership skills to translate your insights into action. Adept in building relationships and influencing others, both internally and externally, you have experience of fostering collaboration and co-creation among multiple users or stakeholders. Your exemplary powers of communication mean you can negotiate and manage different points of view to achieve positive outcomes. Specific knowledge of the migration and borders systems is welcome, but not essential.

Person specification

It is essential that in your written application you give evidence, using examples, of proven experience in each of the essential criteria of the person specification. These responses will be developed and discussed with candidates invited for interview.

Essential Criteria  

  • An understanding of the legislative, business and technical design, and business change activities that an organisation needs to consider when planning the implementation of new policies;
  • Excellent collaboration skills including experience of developing and implementing strategies or policies which need to be co-created with multiple users or stakeholders;
  • Experience of senior level stakeholder engagement in a complex stakeholder environment;
  • Excellent communication skills; both verbal and written forms at all levels.

 

Desirable Criteria 

  • Experience of working in the Migration & Borders System
  • An understanding of relevant legislation (primary and secondary)
  • Familiarity with the concepts of product management and continuous improvement
