Purpose

As the Deputy Director of Organisational Development and Culture, you will:

  • Lead the strategic direction for Ofgem’s organisational design, development, capability, and culture, aligned with Ofgem’s Workforce strategy and corporate ambitions.
  • Create and implement a comprehensive and integrated approach to organisational development and culture, fostering a high performing and inclusive workplace.
  • Manage and support a group of multi-disciplinary teams and in-house experts in a Professions and Flexible Resourcing operating model.
  • Deliver a significant portfolio of work on time, on budget and to a high standard.

Requirements

You will need:

  • A proven track record of leading and delivering organisational development and culture change initiatives in complex and dynamic organisations.
  • An in-depth understanding of the diversity of professional skills, capabilities, and responsibilities across Ofgem and the energy sector.
  • Excellent stakeholder management and communication skills, with the ability to influence and collaborate with senior leaders and external partners.
  • A strong commitment to diversity, inclusion, and wellbeing, and the ability to role model behaviours that inspire others across the organisation.
  • A relevant qualification or equivalent experience in organisational development, human resources, or a related field.

Purpose

  • This is a highly influential, business critical role that will shape, influence, and set the strategic direction for Ofgem’s organisational design, development, capability, and culture - linking the strategic outputs to Ofgem’s wider People strategy and corporate ambitions.
  • The postholder will require an in-depth understanding of the diversity of professional skills, capabilities, and responsibilities across Ofgem to successfully support the organisation achieve its strategic objectives for consumers, whilst enabling individuals to fulfil their potential.
  • To drive a high performing and inclusive workplace, promoting and embedding Ofgem’s values and creating a culture of exceptional behaviours and standards across the organisation.
  • Lead a group of multi-disciplinary teams and in-house experts in the context of operating in a Professions and Flexible Resourcing operating model.
  • Plan, oversee and deliver a significant portfolio of work on time, on budget and to a high standard through effective management and support of multiple teams.
  • Demonstrate exceptional inclusive people leadership capability, role modelling behaviours that inspire others across the organisation to become champions of change & culture as well as advocates of learning & development.

Person specification

  • Responsible for setting the strategic direction regarding the development of organisational and individual capabilities – ensuring the creation of an inclusive and high performing culture – with clear work objectives and outputs linked to the corporate objectives and Ofgem priorities.
  • Lead on a wide range of organisational ‘people related’ initiatives and programmes to ensure Ofgem has the right people, with the right skills (tools to develop those skills) that allows staff to reach their potential. Delivering each stage from the first concept, design, business case development through to implementation and conclusion.
  • Develop an understanding of Ofgem’s culture and subcultures, delivering key projects and initiatives to allow for continuous improvements in how Ofgem operates and behaves across the organisation, within teams and individually. Taking ownership and delivering activity associated with the annual People Survey, Culture working group and communicating with all appropriate areas of the Organisation, including Senior Executive Committee,
  • Responsibility for developing diverse and positive routes into employment, working with EDI colleagues to address under representation across all equality strands.
