Job summary

The Deputy Director Nuclear Skills will provide strategic oversight and leadership of the skills agenda across the Enterprise and wider supporting organisations. They will ensure the successful transition from a transformation programme to a business-as-usual organisation across a diverse portfolio of activity ensuring that we have the standards, structures, and professional capabilities the Defence Nuclear Enterprise needs to deliver successfully now and, in the future, leading a c40 strong Skills Team. They will also be required to build on the success of the Nuclear Skills Taskforce and demonstrate leadership and commitment to delivery of the National Nuclear Strategic Plan for Skills ensuring that the Defence Nuclear Enterprise pro-actively supports and plays a prominent role in delivering the UK Nuclear ambition. They will play a key role as part of the Senior Leadership Team by making sure the DNO is a great place to work.

Job description

  • Leading the Defence Nuclear Enterprise (DNE) People and Skills Team to deliver activities through the Defence Nuclear Enterprise programme of work.
  • Chairing of the Defence Nuclear Enterprise People and Skills Governance to provide leadership and oversight of the skills agenda. 
  • Develop and assume the role of the Defence Nuclear Enterprise Training Requirement Authority to provide central management and co-ordination of nuclear training. 
  • Identifying opportunities to build resilience in the Defence Nuclear Enterprise People and Skills Team through mandated training and professions development. 
  • Play a pro-active role in the wider delivery of the National Nuclear Strategic Plan for Skills from a Sector perspective ensuring that Defence is at the forefront of all interventions. 
  • Working closely with DNE Skills programmes including the delivery of Work Strand 3 (Skills) of the Submarine Availability Programme and the Alpha Resilience Capability (ARC) Programme. 
  • Responsible for management, prioritisation & Value for Money within the post holder delegation for the Defence Nuclear Enterprise annual budget. 
  • Play a pro-active role as part of the Director’s Senior Leadership Team across the DNO area and provide strategic advice to the 2* (SCS2) Director and Chief Defence Nuclear (CDN) on all Defence Nuclear Enterprise and cross sector skills activities.

Person specification

The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:

  • Excellent leadership skills with an ability to create and present a strategic vision or direction, that motivates and empowers others to work towards a common goal. You will also need to demonstrate how you are able to build and lead high performing, diverse and inclusive teams in a matrixed environment.
  • An understanding and experience of creating and delivering programmes and project interventions at pace, in the face of complexities and diverse customer needs whilst managing the associated budgets.
  • Considerable professional experience in leading skills focused transformation within a complex environment and an ability to manage the associated risk.
  • Demonstrable experience of building and maintaining a strong and effective network of collaborative relationships with a range of key senior colleagues and an ability to influence internal and external stakeholders across a complex environment.
  • Must hold or be willing to obtain Chartered Project Professional (ChPP) standard, or equivalent and a good understanding how Project Delivery best practice can be applied to the public sector to drive improved policies and delivery.
