Job Summary
Reporting to The Director of Procurement Operations, the Deputy Director of Internal Contract Management , will lead three business critical functions:
• Internal Contract Management Team (ICMT)
• Commercial Agreement Advisory and Approval Board (CAAAB) team
• Digital Products Business Ownership Team (DPBOT)

The postholder will lead and ensure successful implementation across their diverse portfolio, ensuring we have the strategies, structures, standards and professional capabilities needed to deliver successfully now and in the future.

The post holder will also be a key figure in the Procurement Operations/ CCS leadership team, playing a full role in shaping the development and continuous improvement of our services and our directorate/organisation more widely.

Job description

Team Summary
The Deputy Director of Internal Contract Management, sits in the Procurement Operations Directorate responsible for managing three diverse teams who provide leadership, advice and support to all CCS business areas on a wide range of commercial agreement pipeline,
governance, contract management and digital service issues. The three teams consist of 13 multi-skilled professionals based in CCS Liverpool and Newport Offices.

Key Accountabilities:
The post-holder will be responsible for:

  • Developing, implementing and embedding CCS internal contract management function including:

    • policy, process, governance, planning, prioritisation and continuous improvement,

    • leading and collaborating with key senior internal and external stakeholders and CCS portfolio of suppliers,

    • ensuring all internal contracts are commercially robust, compliant with all current and future regulatory and policy requirements and aligned with CCS Business Plan priorities and objectives

    • leading the development of contact management capability for all staff and roles involved in internal contracts

  • Manage CCS internal contract suppliers which will involve improving value add, operational effectiveness. You will reduce risk and ensure suppliers deliver contractual outcomes to time, quality, financial and performance requirements

  • The design, development, implementation and day to day operational management of Procurement Operations digital solutions e.g. digital contract and procurement solutions, the provision of technical and service support to CCS internal users and external customers and

  • suppliers etc.

  • Leadership and management of the Commercial Agreement Advisory and Approval Board (CAAAB) process including:

    • Chair of the CAAAB Board active participation other relevant boards

    • ensuring alignment with CCS overarching governance structure,

    • the proactive planning and publication of CCS Commercial Agreement Pipeline,

    • supporting and the transition of the CAAAB function to the new regulatory framework.

  • Providing vision and direction to your teams, ensuring they work collaboratively with each other and across the organisation to support and enable delivery of CCS Business plan and strategic objectives

  • Building high performing teams and inclusive working cultures to deliver outstanding customer outcomes. This will involve developing an agile and multi-skilled capability which is able to flex across functions and business areas to improve resilience, productivity and efficiency

  • and improving the organisations wider professional capability

  • Leading a change in culture that results in a highly motivated, corporate and flexible approach. You will champion shared ownership and responsibility, collaborating with stakeholders to understand and agree corporate priorities and embed continuous service improvements

  • Establish and maintain a broad range of strong and collaborative relationships across CCS. You will partner with senior stakeholders impacted by the functions processes and systems providing support, challenge and leadership in a collaborative, authentic and respectful way

  • Be a highly visible corporate leader, engaging widely to ensure alignment in objectives and that desired outcomes are delivered through collaboration and a clear, strong shared sense of purpose

Person specification

Essential Criteria (to be assessed on application):

  • An inspiring, confident and thoughtful leader with a track record of building, developing and continuously improving high performing, diverse and inclusive operational teams

  • Significant experience of working across, and leading, teams in a complex public sector commercial, contract and procurement environment and practical knowledge of said teams.

  • Experience of successfully leading and managing change, with a proven track record of developing, implementing and embedding new functions, strategies and ways of working

  • Demonstrable project management skills and experience

  • A strategic thinker with a strong record of delivery at senior levels involving significant financial, commercial, contract and programme responsibility and strategic risk management

  • Experience of and confident at decision making at senior levels with minimal direction, an excellent problem solver and a decisive team player with a focus on collective goals

  • Experience of making balanced risk judgements and acting as an escalation point on complex matters in a regulatory and compliance environment whilst setting and meeting challenging targets across a range of services and functions
