Job summary

This is a fast paced and exciting role, working at the centre of government, in partnership with private sector organisations and individuals. The Deputy Director is responsible for the governance and delivery of a highly effective and innovative programme that drives consistent ROI, through increasing the number of people who visit, study, trade, invest, live and work in the UK; reaching tens of millions of people across the globe.

The Deputy Director will work with the Director and GREAT SMT (x 4) to set the strategy for GREAT and lead governance and delivery across GREAT HQ as well as all GREAT campaign partners. You will be expected to work with C-Suite industry leaders as well as supporting Cabinet ministers and working across the Civil and public service, influencing at the most senior levels.

This role involves leadership of the GREAT HQ team as well as owning relationships with a matrix network including other government departments and ALBs, private sector partners, prominent individuals, and creative, media and PR agencies. This role reports to the Director and is supported by one direct report (G6) and a total direct team of 18.

The role also forms part of the Government Communication Service (GCS) central SLT, contributing to GCS’ overarching vision and agenda.

Job description

  • Support the Director with the leadership of the GREAT campaign: Ensure that all £57m of GREAT spending is delivering maximum value for money and is robustly measured for effectiveness.
  • Create and manage multiple senior stakeholder relationships and achieve programme support from key stakeholders including Cabinet Ministers and External stakeholders, including the GREAT Private Sector Council and key business leaders and high-profile individuals. Contributing to an annual Value-in-kind target of £30m+.
  • Own GREAT’s strategy and provide effective oversight of GREAT’s three core functions and associated sub teams:
  • Governance and policy development for the GREAT programme, working across Whitehall to ensure the campaign delivers against PM Priorities and programme board direction. Including lead Secretariat for Programme Board and PSC .
  • Developing and protecting the GREAT brand; ensuring all partners adhere to brand positioning and guidelines.
  • Strategy and delivery for GREAT HQ owned channels, campaigns and partnerships, including direct leadership on selected workstreams and delivery projects. 
  • Lead the GREAT HQ team day-to-day including professional development.
  • Lead the matrix team of delivery partners including other Whitehall-based HMG departments, ALBs and international teams at Post.
  • Drive creative thinking across the campaign so that it remains fresh, relevant, effective and diverse including leadership of GREAT’s overall creativity and innovation strategy.
  • Lead relationships with agencies (Creative, Media, PR), to include briefing, media planning, buying, creative development, production, and campaign optimisation.
  • Lead GREAT’s sponsorship strategy - Annual target of £10m+.
  • Ownership of evaluation; working closely with I&E lead to deliver evaluation.
  • Leadership of best practice across the programme, promoting and upholding GCS campaigning best practice.
  • Maintain and enhance the reputation of the campaign and the Government Communication Service (GCS), ensuring talented communicators, both in the UK and overseas, are drawn to a career in Government Communications.

Person specification

Essential Criteria:

  • A critical thinker and problem solver with the proven ability to navigate ambiguity in complex operating environments and demonstrate sound political acumen and judgement.
  • Ability to lead, inspire and motivate a cross-functional matrix team.
  • Experience of leading successful partnership models; delivering through effective and collaborative partnerships across organisational boundaries.
  • Strong private sector experience to support formation and maintenance of crucial private sector partnerships.
  • Excellent stakeholder management and influencing skills at the highest level, for example with Cabinet Ministers within government or C-Suite executives in the private sector.
  • Experience of successfully managing external agencies. Specifically creative, media and PR.
  • Ability to think creatively and drive innovation across the campaign.
  • Strong commercial acumen and experience of managing multi-million pound budgets effectively.
  • Excellent written and presentation skills.
  • Experience of international branding and B2C marketing, preferably within the private sector.
  • Experience of leading large-scale, integrated marketing campaigns nationally and/or internationally, from strategy to execution.
  • Experience of marketing evaluation and ROI methodology.
  • Experience of leading sponsorship and/or value-in-kind processes with private sector partners.
