Job summary

You will have responsibility for leading a team of circa. 350 staff, delivering the following national services that provide critical support for prison and probation operations:

  • Estates ‘intelligent Client Function’ for prisons and probation.
  • Health, Safety and Fire Safety guidance, advice, and assurance.
  • Prison and Approved Premises Safety guidance and initiatives to reduce self-harm, suicide, and violence in prisons and under probation supervision following release.
  • Litigation management for prisons and probation.

Person specification

Your key accountabilities in this role will be to:

  • Provide strategic advice to CEO and COO on the management of HMPPS operational estate. In addition, providing the same advice to Area Executive Directors on the areas which they are responsible.
  • Commissioning annual capital maintenance programmes for prison, approved premises and contact centres (£165m), plus £305m facilities management contracts.
  • Holding MoJ Property Directorate to account for delivery of capital maintenance programme and facilities management services.
  • Lead and manage the Health, Safety and Fire Safety teams’ work across the estate.
  • Set and maintain the direction of evidence-based priorities to reduce self-harm, suicide and violence in prisons and for offenders under probation supervision, in line with the Agency’s strategic priorities.
  • Overall lead for HMPPS litigation management.

Additional Responsibilities

  • Work closely with public health bodies, enforcing authorities and other government departments to ensure that HMPPS has effective frameworks in place for managing risks to protect service users, staff and visitors.
  • Provision of bespoke, high-quality guidance, advice and assurance, both strategically for Agency as a while and locally in support of prisons and probation operations.
  • Accountable for proper management of the budgets sub-delegated to MoJ Property.
