Job summary

This is an exciting and challenging opportunity to work on one of Government’s largest programmes supporting the essential services provided by our Emergency Services

As Deputy Programme Manager on ESMCP you will have experience in managing and integrating a complex management structure to deliver a positive outcome. You will lead the Programme Management Office including planning, risk management, reporting and governance making the PMO the hub of the programme successfully delivering on all central activity.

You will establish strong working relationships with finance and commercial as well as our delivery partner and stakeholders

This role is suited to someone who has experience and success leading major government projects and enterprise level transformation delivery.

We would expect to see high level understanding of programme management with demonstrable experience of developing plans and ensuring end to end delivery.  You’ll be part of, and work closely with, other members of ESMCP to inform, substantiate, and drive forward our strategy, and how this manifests in our plans and roadmaps.

You will lead a team of c45 individuals which is a blend of civil servants, Emergency Services personnel, contractors and consultants. You will manage a budget of £4.9M for the 2023/24 financial year

As the Deputy Programme Manager you will:

  • Lead as part of a multidisciplinary senior management team, leading on Programme Management
  • Ensure clear project plans and robust risk management are adopted
  • Interface with partners internally and externally who provide some core functionality and services to the ESMCP, and rely on the services we build
  • Be accountable for planning, reporting, risk management and governance of the programme, including all major board meetings
  • Work with other senior leads to ensure clear integrated plans and roadmaps
  • Provide programme representation in cross-government forums

Person specification

Essential Criteria:

The successful candidate will need to demonstrate their knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:

  • Project Delivery Professional with senior leadership experience and experience of using industry standard Project Portfolio Management approaches within a major project or programme.
  • Significant experience of senior level stakeholder engagement in a complex stakeholder environment.
  • Excellent collaboration skills including experience of developing and implementing strategies.
  • Experience of managing partner contracts, large suppliers and ensuring value for money from their work.
  • Leadership of large multi-disciplinary teams from across multiple organisations.
  • Excellent communication skills; both verbal and written forms up to ministerial level.
  • A strong and resilient deliverer with skills in collaborating effectively and achieving tangible outcomes in the face of significant challenges.
  • A project delivery leadership qualification such as the Project Leadership Programme,
