Job description

The successful candidate will be responsible for providing the key link between Ofgem’s consumer research and senior management, taking responsibility for ensuring the work is of the highest standard. You will provide and present compelling evidence to support Ofgem’s decision-making, and the delivery of Ofgem’s multi-year strategy. You will also lead the Insight Group within Ofgem that draws together consumer insight from across directorates and identifies opportunities to fill evidence gaps. 

You may have to defend Ofgem’s consumer analysis in adversarial settings, and will have the ability to represent Ofgem with senior leaders within industry and showcase Ofgem’s work within the research profession and build Ofgem’s reputation as a leader across your areas of work.

You will lead the research profession and ensure that Ofgem research professionals get appropriate training and development. You will be committed to continuing with your own development and learning, and ensuring that Ofgem remains at the cutting edge of regulation.

Person specification

Leadership of a large and growing team of research experts, managing and co-ordinating   successful outcomes across Ofgem. Specifically:

  •  Provide quality advice and evidence on consumer behaviour to GEMA, Executive Committees and other Ofgem decision makers as appropriate
  • Lead Ofgem’s Consumer Insights and Behavioural Science portfolio, inspiring and supporting the teams, and shaping their work programmes to maximise value, deploying resource flexibly to provide quality analysis and insight in support of Ofgem’s highest priorities
  • Work collaboratively with colleagues across Ofgem to ensure coherent and consistent understanding of consumers, including those making policy decision and also in supporting effective communication of information by Ofgem to consumers.
  • Lead and develop the Research Profession within Ofgem, working with the Analysis Professions Lead to develop and support research professionals within Ofgem, ensuring effective training programmes and career development is in place
  • To develop, manage and maintain effective relationships with stakeholders, specifically peers in relevant Government departments, regulators and the sector, and represent Ofgem externally as an effective ambassador for Ofgem.
