Job summary

It is a challenging and exciting time to join our organisation. We are recruiting for roles in our new Delivery Unit. The role holder will drive critical work, at pace, to steer and support the delivery of Ofgem’s goals of protecting consumers and delivering the net zero transition. 

The new unit sits at the centre of the organisation, positioned within the GEMA (Board) and Executive directorate. The role holder will report to the Delivery Unit Team Leader. The Delivery Unit was created in February 2024, and is expected to become a key part of the directorate, with responsibility for some critical deliverables and high visibility across the organisation. It will be closely aligned with the Strategy Directorate and Communications Directorate, as well as working with policy, regulatory and corporate services functions and directorates.

The Delivery Unit will lead on emerging, urgent, high-profile policy issues that are a priority for leadership. It will act as an in-house consultancy service, alleviating pressure from existing business functions, to improve rapid response to policy, regulatory and corporate priorities.

We are seeking high calibre individuals to form part of this small and agile team. The successful candidate will have expertise in strategic thinking and strategic analysis, be adaptable and able to get up to speed and grip situations very quickly to deliver a rapid and credible resolution, and be able to demonstrate experience of scoping and delivering analysis, policy advice and recommendations that respond effectively to organisational priorities. They will be able to work collaboratively and at pace to turn strategy into delivery, working through teams across the organisation. Ideally, the successful candidate will have a good understanding of the energy sector, some familiarity with government, experience of policy / regulatory work, and excellent interpersonal skills.

Job description

Key Responsibilities:

• Lead the strategic analysis and delivery for high priority projects. This will include producing briefing materials and scoping documents for senior officials, which will include policy options and recommendations. 

• Lead engagement with relevant colleagues across Ofgem and key external stakeholders to develop a shared understanding of the problem, options and solutions related to a particular project.

• Provide support, guidance, and mentorship to more junior members of the team.This may include line management either as work manager or in a matrix capacity.

• Lead a smooth transition at the end of Delivery Unit work, this may include preparing handover materials and conducting a lessons learned exercise. 

Key Outputs and Deliverables
 
• Lead, oversee and produce high-quality, well-structured analysis and research 

• Produce concise briefing notes, presentations, papers, emails for discussion with key senior stakeholders on key policy and corporate strategy issues which include clear recommendations

Essential Criteria


• Experience working in a fast-paced environment, being agile and comfortable working with ambiguity, managing multiple concurrent priorities and projects. (Lead)

• Critical thinking: A track record of translating strategy into delivery, ability to understand the work of the team and the Directorate in a wider, strategic context, and to identify and take up opportunities to develop this knowledge over time.(Lead)

• Stakeholder engagement: a track record of building collaborative working relationships with internal stakeholders, engaging and influencing to secure desired outcomes.

• Communications: Excellent ability to communicate effectively to a range of internal and external audiences both in writing and in presentations, and to convey complex issues clearly and concisely
