Job description

Local transport plays a key role in delivering transport infrastructure at a local level. The Local Infrastructure Delivery division delivers some of local transport most high-profile funds delivering benefits to millions of people. The Division looks after areas such as the flagship City Regional Sustainable Transport Settlements (CRSTS), as well as the Transforming Cities Fund (TCF) and the Levelling Up Fund.

CRSTS provides eligible Mayoral Combined Authorities (MCAs) with consolidated long-term capital funding to support economic growth, drive levelling up and decarbonise transport by transforming local transport networks. The first 5-year settlements provide £5.7bn of funding from 2022/23 to 2026/27.  Subsequently, a further £15.8bn of funding for the second CRSTS period running from 2027/28 to 2031/32 has been announced. These announcements make it an incredibly exciting time to be working in the Local Infrastructure Delivery division!

As a delivery advisor in the CRSTS team you will be supporting holding cities to account on delivering key local transport projects and will lead on various aspects of the CRSTS programme. You will work across Local Directorate and the wider division to help ensure alignment across different funds, learning lessons from others and looking to support the CRSTS team in implementing these.

Responsibilities include, but are not limited to:

  • Build strong relationships with stakeholders, including modal teams across the Department to ensure CRSTS delivery practices align with wider funds.
  • Deputise for Grade 7 delivery leads on engagement with stakeholders, managing aspects of the relationship and their funding – such as change control requests, solving issues and leading on briefings, correspondence and Parliamentary Questions.
  • Lead on monitoring of CRSTS and individual cities’ quarterly reports, providing delivery updates and providing input into relevant Boards. Feed into other workstreams and identify dependencies (such as financial forecasting) and ensure alignment.
  • Supporting CRSTS2 plans, including identifying scope, objectives and timings as well as forward thinking on how the fund will be managed – identifying improvements from the current process. Seeking input from a wide range of stakeholders including DfT, HM Treasury and MCAs.
  • Ensure appropriate governance is managed within the division, following and developing best practice.
