Job summary

The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance, directly to the SofS, that the law is complied with and the policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports Defence’s operational imperatives. The DSA hosts Defence safety regulators across all operating environments, the Defence Accident Investigation Branch (DAIB) and a HQ into a single independent organisation led by a 3* military officer.

Job description

DOSR is responsible for regulation of safety across Defence activities associated with: the acquisition and in-service operational safety management of Ordnance, Munitions and Explosives (OME), including Lasers; MOD Ranges where live-firing, trials and operation of OME takes place and, Major Accident Control Regulations (MACR) on certain MOD establishments which are designed to prevent major accidents involving dangerous substances and limit the consequences to people and the environment of any accidents which do occur.

  • The successful candidate will be responsible for assisting in the delivery of the DOSR programme of assurance within all MOD OME delivery organisations.
  • Act as Focal Point within the Permissions team for the receipt of OME Certification and Waiver applications from Delivery Teams/Project Teams, and Range Licenses.
  • Monitor and manage the Multiuser email account for the Permissions team.
  • Support DOSR on the Certification and Waiver process, check applications for completeness, providing advice and guidance to applicants on their submission.
  • Secretariat support for internal management meetings, Working Groups and Committees within DOSR.
  • Maintain Certification, Waiver and Range licence data and records.
  • Collaborate with DOSR Analysis and Plans on the Database OME interface.

Person specification

We are looking for someone who is energetic, enthusiastic, and used to working collaboratively within a team to join the DSA at Executive Officer level, to work primarily on delivery of OME Certification and Acquisition Safety Management assurance. The role is based at the DSA Abbey Wood site. The post may require some very limited travel between other DSA sites within the UK.

The role will support the team in delivering an efficient, well-informed, and coordinated service in a fast- paced environment, providing responses that are accurate, expert, and timely. You will play a vital role in ensuring the acquisition of OME is conducted and documented in accordance with Regulations, thereby maintaining the reputation of the DSA and the MOD.

Having a technical awareness of OME, procurement and Safety Management would be an advantage, however not essential. Be proficient with the use of various IT systems, including the full suite of Office 365 applications. Possesses excellent skills for written communication and can produce clear, precise and well-written material with robust fact-checking and analytical skills.

Can build and maintain strong, effective relationships with our partners. Can operate effectively with competing demands and deadlines often through busy periods.

This job role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (Filton, Abbey Wood North) and working from home as a personal choice, with management approval and to meet business needs. If successful, the permanent duty station and any opportunities for hybrid working will be discussed with you prior to you taking up this post.
