Job summary

Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.

The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UK’s nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.

The UK’s independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines – known as the Dreadnought Class – and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

The Submarine Capability Directorate (SubCap) is the focus for Defence-wide leadership of submarine capability management and programme delivery, with a vision to be a strong and effective Sponsor for submarine capabilities in support of national strategy; maintaining today’s operational advantage and planning for the future. Organised in capability and functional teams, its mission is to be accountable for the development and delivery of submarine capabilities, including the build of new submarines, through to their disposal and decommissioning. This is achieved through four critical outputs :

  1. Military capability planning for submarine capabilities to Defence Task requirements;
  2. Leadership and sponsorship of submarine capability delivery programmes and business cases;
  3. Advice to Ministers and Senior HMG Officials on the plan and delivery of the SubCap portfolio; and
  4. Financial Management of the SubCap portfolio.

This position is advertised at 37 hours per week. 

Job description

This post will support the Portfolio Insights Assistant Head in delivering analysis of the Submarine Capability Portfolio. The team assesses the impact of options requested on the Submarine Programme of Record as well as make recommendations on these options along with recommendations for further work. We do this by:

  • Continuously developing and improving an outstanding Portfolio Insights Function for the submarine portfolio, as part of establishing a strong portfolio management capability which enables complex senior decision making at pace on some of Defence's most exciting programmes.
  • This capability is developing a detailed understanding of existing submarine enterprise portfolio capabilities, the interdependencies between programmes, and the capability to analyse potential long-term investment decisions at pace. We work across the Defence Nuclear Enterprise, with close working relationships across partner organisations to ensure "best for enterprise" decision making.
  • Developing and running Management Information Dashboards, supporting submarine programmes in reporting to DNO Senior Leadership Boards, while also leading on improvements of SubCap's data management strategy.
  • Hybrid and flexible working can be considered for this post but will need regular workplace attendance due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager before submitting an application.

This is an interesting and varied role where the candidate and wider team can expect to work on a range of challenging projects, from improving SubCap’s Management Information to unlocking Portfolio-level strategic issues.
