Each programme is led through its delivery phase by a dedicated core programme team. Defence Marine Services Next Generation (DMS-NG) is a DNA Programme based in HMNB Portsmouth. It will meet MOD customer requirements for Marine Services support in the Naval Bases at Clyde, Devonport and Portsmouth, and various Out-of-Port activities towards Defence outputs. Current outputs are delivered through two contracts: Continued Procurement of Marine Services (CPMS) and Range Safety and Aircrew Training (RSACT). DMS-NG's primary responsibility is the replacement of these two contracts for some 125 vessels in total. It will provide an extensive range of services to various Customer end-users across Defence, e.g., berthing HMS QNLZ; transporting fuel, ammunition, and passengers; supporting military exercises; and, maintaining MOD’s 350+ moorings and navigational markers worldwide.

The DMS-NG Programme Manager (PM) is accountable to the Programme Director and is responsible for both managing at programme level and leading and directing the team of four Project Managers for the new contracts. As well as overseeing all aspects of Programme Management Office activity, the post requires mutual support and collaboration with commercial, finance, approvals, and business management colleagues.

Job description

Defence Marine Services Next Generation (DMS-NG) is part of the Navy Acquisition business area within Navy Command, operating through NBC Portsmouth, as the Senior User.  DMS is responsible for meeting tri-service customer requirements for Marine Services support within the Naval Bases at Clyde, Devonport and Portsmouth and various Out-of-Port activities in support of Defence outputs.  DMS outputs are delivered through two contracts, the Continued Provision of Marine Services (CPMS) and the Range Safety and Aircrew Training (RSACT).

DMS – NG is a Cat A programme that will put in place contractual arrangements to deliver future Marine Services to Defence.  It will replace the two current contracts: the Continued Procurement of Marine Services (CPMS) (which continues from PMS) and the marine support to Range Safety and Aircrew Training (RSACT).

As Project Manager your role will include project planning, resource management, risk management and communications management, you will be responsible for delivering the project in line with the project schedule and reporting progress.  The post holder will be responsible to the DMS-NG Programme Manager.

To provide project management to contract 1 project within the DMS-NG programme to facilitate delivery to schedule against milestones. Ensure regular measurement of project progress against the schedule baseline.

Chair project level meetings and act as project focal point, to ensure all relevant project information is correctly reported, progress is tracked, and decisions are escalated in line with DMS-NG programmatic ways of working. Monitor major milestones to ensure they are clearly measurable, concisely described, managed, updated, and reported in support of the PMO Head. Provide analysis of status reports in line with the reporting cadence

Assist in the creation of briefing packs in line with the reporting cadence and support Artefact Management (Specific Evidence Table). Support Learning from Experience evidence.    

Ensure all information is produced in line with the change control process if any changes are required to the project.

Support the Programme in the reporting of Risk, Master Dependencies, Assumptions List (MDAL).
