The post sits within the DI-Business Operations Team - which oversees some critical business enabling processes and functions for the enterprise.   It is responsible for core business processes as related to Health and Safety management and Climate Change and Sustainability for Defence Intelligence. DI is a 3* led organisation with over 5000 staff delivering intelligence services and capabilities for Defence and broader National Security objectives. DI directly contributes to protect the UK’s people, territories, values and interests at home and overseas, to ensure our security, support national interests and safeguard the UK’s prosperity.

This post is advertised for 37 hours per week, 60% of the time will be spent in the office. There may be a possibility of working from one of MoD/DI’s offices (depending on local sites). If not based in London, regular travel to London will be required.


Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities.  Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions. 

 

Job description

You will hold the delegated role of providing competent professional advice and assurance at HLB level and will report to CDI at board level through the Director Strategy and Enterprise who will monitor Health, Safety and Environment Protection (HS&EP), Climatic Change and Sustainability (CC&S) and Business Resilience performance on a regular basis. Each Head of Establishment / Commanding Officer under CDIs command is to appoint a Site Health and Environment Advisor (SHEA) / Focal Point for SHEP & CC&S and Business Resilience management for their AOR.  DI Bus Ops - SHEP is the functional safety manger to SHEA / CC&S / BR Focal Points and will communicate with them on overall HS&EP, CC&S and BR matters reflecting UKStratCom policy.

Person specification

As the primary HS&EP Advisor within DI HLB appointed in accordance with Regulation 7 of the Management of Health and Safety at Work Regulations, DI Bus Ops – SHEP is expected to:

  • Attend quarterly CESO UKStratCom SHEF Work Group Meetings and provide feedback on relevant SHEF issues that have an impact on the DI HLB to the DCDI and Dir ISR Management Boards.
  • Attend quarterly / six monthly site level Health and Safety meetings as CDIs representative and support the unit Head of Establishment. Assist Head of Establishments and site Safety Health Environment Advisor (SHEA) in identifying and implementing SHEP best practice.
  • Maintain DI Roadmap to compliance, compile quarterly and annual DI HLB SHEP reports as directed by CESO UKStratCom.              
  • Prepare DI HLB ad hoc reports to CESO UKStratCom / DSA / DFRMO as required.
  • Deliver guidance to CDI on Health and Safety issues within UKStratCom Command Board reports.
  • To implement the UKStratCom Duty Holder Construct UKStratCom SOP0013 throughout the HLB and review annually ensuring Delivery Duty Holder (DDH) assurance reports are submitted to the DI HLB Operating Duty Holder (CDI)
  • Develop and nurture a network of subordinate SHEA (site level), SH&E Focal Points and Site Representatives, to enable coverage and communication within DI HLB on all related issues.                                    
  • Disseminate Safety Notices received from CESO UKStratCom, DSA, DFRMO, DE&S, TLBs to DI subunits where appropriate via network of HLB SHEA / SH&E Focal Points.
  • Support SHEP issues in DI HLB, by ensuring the Policy and Organisation and Arrangement Statements represent DI HLB activities and these are drawn to the attention of all staff.
  • Assist Heads of Establishment to define SHEA Terms of Reference (ToRs) and the development of SH&E training requirements for SHEA.
  • Carry out proactive and reactive monitoring of compliance, including reviewing of workplace inspection reports and undertaking a programme of DI site audits (DI HOE sites).
  • Collate Monthly Accident, Incident and Near Miss (A/I/NM) reports for DI HLB and submit monthly return to CESO JFC. Carry out trend analysis on A/I/NM reports and conduct accident investigations.
  • Produce, maintain and review a HLB SHEMS recommending new policy in line with changing legislation / MOD policy Monitor the implementation of the Safety Health and Environmental Management System SHEMS across the HLB.
  • Foster through positive leadership, a culture that encourages employees to take responsibility for safety, health, environmental protection.
  • Facilitate HLB occupational health management / problem solving via SG's clinicians, DBS and OH assist to implement reasonable adjustments with DI London.       
  • Act as DI (London) Safety advisor dealing with MB emergency procedures, Floor Liaison Officers, fire issues, first aid, A/I/NM reports, reasonable adjustments, and building health and safety issues affecting DI areas within MB.

DI Bus Ops SHEP also has responsibility for Business Resilience (including Business Continuity) within DI HLB. The additional tasks are:

  • Deliver a DI HLB Business Continuity Strategy that is in line with DI Contingency Plan SOP 200, JSP 503 and UKStratCom TLB BR strategy.
  • In collaboration with DI Bus Ops Sy Hd maintain DI London BC plan, schedule exercises and reports- ensuring lessons learned are fully acted upon.
  • Co-ordinate the annual DI London Exercise ensuring that all DI London BC documentation is up to date.
  • Participate in UKStratCom Business Resilience Working Group ensuring that:
  • A network of subordinate Business Resilience Advisors (site level) is developed and nurtured to enable coverage and communication within DI HLB on all related issues.
    • A DI HLB Site level BCP Working Group is set up to communicate BC / BR issues.
    • Site level Business Continuity / Resilience Advisors are trained.
    • DI Units at Site level have Business Continuity Plans (BCP) that are exercised yearly.
    • DI Unit BCPs have been aligned to the UKStratCom Business Impact Assessment (BIA) template.
    • Site Resilience Statements (SRS) have been produced for DI units that are designated as Defence Critical Infrastructure sites (levels 4 and 5).
    • Identify infrastructure/IT critical dependencies for DI Outputs and establish mitigation for inclusion in the DI Risk Register
