Phase 1 of the DBS Workplace Programme (WPP) is now complete, and all Northwest based in-scope posts have now relocated to Tomlinson House (Norcross). WPP phase 2, which will result in all posts based in Tomlinson House (Norcross) relocating to a new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

For all current DBS employees who relocated, from either Liverpool or Cheadle Hulme, agreed terms of transfer will remain extant as long as individuals continue to work in Tomlinson House (Norcross). For any new individuals applying for DBS posts in the Northwest, relocation and/or paid transfer costs will NOT apply – the only exception will be successful individuals who are currently identified as surplus (i.e., those in the Redeployment pool). To note, any DBS staff member, who has relocated to Tomlinson House (Norcross), who is successful in a subsequent DBS job application will be expected to comply with the in-office requirements of their new post – this will be a minimum of 60% in-office attendance, or, if required, 100% office attendance.  

DBS continues to support flexible working; however, where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity. Please note that some DBS posts require 100% in-office working. Requirements to attend other locations for official business, or carry out detached duty in another MOD workplace, will also count towards this level of attendance. Job description

Within DBS, the Digital, Information & Technology (DIT) team is responsible for management, support and delivery of the DBS information technology systems and the provision of accurate and timely management information to our customersThis role is within the Civilian Personnel Change Delivery Services (CDS) Team supporting the delivery of Management Information (MI) to a range of customers across Defence.

As Transformation Analyst within the Civilian Personnel MI team,

You will build up a good working knowledge of our technology, reporting capabilities and the services we provide.  

Play a key role in ensuring this technology is exploited to its fullest, so that our team and our customers across defence benefit from modern, intelligent and robust MI reporting. 

Lead the team through change, working with civilian MI analysts, report writers, data modellers and our customers to support the development of new MI services and improvements, promoting a culture of agile change management. 

Review the team’s processes, identifying opportunities for improvement and working with stakeholders to implement new ways of working.  

You will also where necessary, support the delivery of management information and insights to defence through high quality MI products.
This role may involve occasional travel to other DBS sites.This role is office based however, DBS are working hard to improve our access to, and use of, digital technology, empowering our people to work remotely.

MI - Management Information

Person specification

  • Develop an in-depth working knowledge of the reporting and dashboard capabilities within MyHR (Oracle HCM) and COGNOS Analytics.
  • Develop an in-depth working knowledge of the current catalogue of Civilian HR reports and dashboards, along with the services we provide to support business decisions, ad-hoc reporting, responding to Freedom of Information act requests and parliamentary questions.
  • Conduct a continual assessment of future change to systems, policy and processes, and work with colleagues to understand and document the impact these will have on our MI reports and dashboards.
  • Work closely with your team and stakeholders from across the business to develop, maintain and document internal processes that result in high quality products, and an efficient, high performing, and enjoyable working environment.
  • Provide regular updates to managers and other stakeholders, on product development and implementation.
  • Support the wider Civilian Analyst Team as and when required to deliver scheduled and ad-hoc customer reports.
