Job description

The Digital and Information Technology (DIT) Team has an exciting opportunity for a Resource Manager to join our close-knit and hard-working team.

The Resource Manager will support the Hd of DIT and DIT colleagues in co-ordination of Digital, Information & Technology (DIT) Resource and Workforce Data. A key aspect of the role will be providing accurate monthly returns and forecasts to Defence Business Services (DBS) Resources, ensuring DIT aligns to funding and resource agreements. The position will also lead the DIT recruitment process, ensuring adherence to MOD and DBS processes.

DIT is currently engaged in a large recruitment exercise and the role will support this work as required, acting as the lead co-ordinator with DBS Resourcing and Recruitment teams to ensure timely approvals and processing, assisting line managers and senior leaders to ensure appropriate mechanisms are utilised across our team through active engagement in gathering vacancy updates and changes to recruitment controls, policies and processes. 

The Resourcing Manager will also work closely alongside our Strategic Workforce Planning Lead to provide data and information of current recruitments and vacancies to assist in the effective planning of DIT skills and resources. There will be close liaison with DIT senior leaders.  

The post holder is required to have competence in using Excel (V-lookups, pivot tables) and experience using databases such as BI Publisher and PowerPoint. 

The role currently has Line Management and oversight for the Hd DIT Executive Officer position.

Responsibilities

DIT is a multi-functional enabling Team comprising of 8 x Grade 6 areas, based in various locations across the country. This position looks to support the DIT 1* and Grade 6s to ensure workforce numbers are tracked and monitored in line with agreed in year WCT and funding.

Workforce Control Total

Responsible for ensuring all DIT positions and staff are accounted for in the WCT forecast. Analysing the monthly data from DBS Resources and providing updates on forecasted staff intake and departures.

Lead monthly meetings with each DIT G6 to ensure a full understanding of current vacancy statuses and next steps.

Providing DIT SLT with an accurate picture at management meetings to enable strategic recruitment decisions, alongside risk appetite. 

Able to provide an overview of causes for delays to recruitments and ensuring adherence to MOD and DBS Policies and processes.

Providing workforce information as required by DIT, Central DBS teams. 

Recruitment

Complete TVA activities once reviewed and endorsed as per DIT process.

Working with RPERT (Resourcing Partner and Enhanced Recruitment Team), on process, improvements and understanding ways of improving recruitment activities for DIT.

Responsible for the DIT Recruitment pack and presentation at monthly management meeting. Ensuring regular reviews and access to all recruiting LMs.
Attend weekly RPERT meeting.

Working with the RPERT and RLM to pull together candidate information sessions where appropriate.

Monitoring trends in recruitment timescales to identify and work on solutions for any blockers to the process.

Gathering information to inform recruitment campaigns and reserve lists as appropriate.

Monitoring onboarding timelines to ensure effective induction of DIT staff, and all-encompassing tasks.

Manage the DIT Exit Conversation process and associated tasks.

Communicating approval decisions, whilst working under current recruitment controls.
 
As part of the BMT there will be a requirement to draft and send via mailshot internal DIT   communications. Producing slides / packs as required.

Assisting in other BMT tasks to provide cover or complete adhoc reports.

Occasional travel to other DBS or MOD sites may be required.
 
Line Management (LM) Responsibilities: (this is currently under review)

You will Line Manage 1 x band EO who manages the Hd DIT diary, mailbox and travel arrangements, alongside a variety of other tasks in support of DIT, DIT Senior Leaders and BMT.

You will be responsible for the oversight of these tasks and providing cover to support Hd DIT in the EOs absence

Person specification

Essential Experience

Competence in using Excel (V-lookups, pivot tables) and experience using databases and PowerPoint. Transferring data into a visual output for presentation to DBS / DIT Managers.

The post holder must be highly organised, possess good interpersonal skills and be able to adapt to fast changing priorities and deadlines.

Desirable Experience

Experience of working in a sensitive environment and dealing with confidential information.

Stakeholder engagement with a range of stakeholders both within and outside your immediate team. 

Ability to communicate and convey proposals, ideas and recommendations to different audiences. 

Ability to balance the requirements of several stakeholders, their priorities and deadlines, with agility and diplomacy. 

Self-motivation to plan, develop and deliver significant pieces of work with light touch management, whilst also being part of a team which needs to pivot to deliver an overriding priority on occasion. 

Enthusiasm for own and colleagues continuing professional development.
