Job description

Act as a Data Steward supporting the delivery of an effective data governance practice across the Armed Forces & Veteran Services (AFVS) data estate and associated data flows in accordance with the MoD’s Data Strategy, Defence Policies and AFVS Data Governance & Management practices.

  • Work as part of a team with DBS’s Business Partner (SSCL) and Single Services, to implement effective data governance and management practices to all data holdings and data flows in AFVS estate. 
  • Maintain working relationships with Data Customers ensuring that requirements are clearly understood, achievable, accurately articulated, offering advice where appropriate to ensure Customer requirements and expectations are met.
  • Support delivery and maintenance of AFVS Data Holdings Register. Including data flows in and out of those holdings. Assist with identifying potential new data holdings, including their business use, critical data contents, Data Quality requirements and metadata artifacts.
  • Manage and maintain Data Criticality Matrix’s for existing AFVS Data Holdings. Undertake data lifecycle activities for AFVS business data, ensuring business critical data items are defined in each data holding/flow, purpose & use understood and documented, and DQ rules requirements are identified as per criticality marking.
  • Support the delivery of AFVS’s data holding’s systems technical information and associated metadata documentation, including interface lineage documentation. Publish to relevant stakeholders and consumers to promote intelligent use of data, iaw MoD/GDPR rules.
  • Maintain Data Team’s SharePoint sites. All sites to remain current both in contents & format, and information/documentation is readily available for use and protected from unauthorised access.
  • Support answering data related queries from stakeholders and consumers of AFVS data including use of Oracle Enterprise Metadata Management (OEMM) tooling.
  • Attend / participate in AFVS’s data and technical meetings meetings as required.
  • Cover for others team members as and when required to ensure Data Team’s service obligations/KPI’s are met.

Please note this role currently offers hybrid working arrangements with a minimum requirement to attend Gosport Office 60% of the time (e.g. 3 days per week). Role doesn’t attract any travelling/accommodation allowances.

Person specification

Essential

  • Good communication skills, including the ability to communicate effectively at all levels. 
  • Skills in data analysis and using analytical tooling, together with fully understanding and using different data types. 
  • Experience in effective data presentation and use of statistics.
  • Experience in applying principles of GDPR/MoD Security procedures (particularly HR data). 
  • Experience in, or demonstrated ability to learn, use of MI Report Tooling (particularly Oracle Analytics Server (OAS)), including skills at using BI Publisher, SQL & CSS/HTML). 
  • Expertise in using Microsoft Office (in particularly MS Excel). 

Desirable

  • Knowledge and understanding of Military Service and Military HR data.
  • Experience of Oracle Systems (in particular, Oracle Analytics Server (OAS), Oracle Enterprise Data Quality (EDQ) and Oracle Enterprise Metadata Management (EOMM)).
