Job description

This role is responsible for managing the Digital, Data and Technology directorate’s varied portfolio and pipeline of contracts, including direct ownership for a number of these contracts.  You will work closely with DBT’s Commercial function and other cross functional teams including Finance and the Central Digital and Data Office (CDDO), to ensure that the pipeline plan is implemented. You will also be responsible for working with DBT Commercial colleagues to implement an ongoing skills and capability programme for DDaT contract managers based on Government Commercial Function best practice. 

The role is within DDaT’s Business Operations Team.  This is a cross-cutting function that supports DDaT teams, enabling them to effectively deliver on crucial public facing projects. The Business Operations team is integral to project delivery and supports delivery teams in several ways including commercial, governance, finance, recruitment, capability and project delivery best practice.

  • Commercial spend is aligned to business plan and budget
  • DDaT managers have the information, knowledge, and capability to effectively manage commercial processes and relationships to deliver DDaT Services  
  • Procurement processes are proactive and secure best value. 
  • Commercial and contract management processes in DDaT comply with DBT commercial policies. 
  • Cabinet Office reporting is accurate and comprehensive. 

Main responsibilities 

You will:

  • Support the DDaT Commercial lead to manage DDaT’s commercial planning & management process, providing delivery teams with an effective commercial planning service with expert advice and guidance.
  • Help manage the DDaT commercial pipeline effectively to ensure that all procurements are started with sufficient lead times, that they are prioritised in line with DDaT objectives and align to financial forecasts.
  • Provide end-to-end contract advice and support to delivery teams and stakeholders e.g Statements of Work (SOWs) and contract changes
  • Ensure implementation of the Contract Management Capability Programme (CMCP) for contract managers, supporting DDaT managers to develop capability.
  • Lead on high value call off contracts for digital specialists and support the effective management of cross-cutting contracts to ensure the required outcomes are delivered
  • Assist the DDaT Finance lead with financial reporting and identifying opportunities to reduce costs
  • Participate in contract management communities in DBT and Government Commercial Function (GCF) to ensure that DDaT processes and capabilities are aligned to the professional standards and the GCF Best Practice Guide.
  • Work with the DDaT spend control lead to ensure that all procurements are compliant with Digital, Data and Technology Spend controls
  • Support wider commercial reporting processes e.g. supplier compliance with sustainability legislation

Person specification

It is essential that you have:   

  • Substantial experience managing in a goods and services procurement/contract management environment, preferably involving digital, data or technology products or services  
  • Significant experience in establishing and maintaining excellent working relationships with key customers and stakeholders
  • Evidence of demonstrating self-motivation, with the ability to manage and prioritise personal workload
  • Evidence of the ability to make effective decisions
  • Evidence of developing your own and others’ capability

How we offer

Offers will be made in merit order based on location preferences. If you pass the bar at interview but are not the highest scoring you will be held on a 12-month reserve list in case a role becomes available. More about us

This role can only be worked from within the UK, not overseas. If you are based in London, you will receive London weighting. DBT employees work in a hybrid pattern, spending 2-3 days a week (pro rata) in the office on average.
