Job summary

The Digital, Data and Technology function is responsible for the provision of IT and related services to all UKEF users. The Division has three principal areas of responsibility:

  1. The provision of IT infrastructure, equipment and support services for the Department;
  2. The definition, development and testing of bespoke software for the Department; and
  3. Definition of the Enterprise Architecture for the Department and the logical design and business analysis of UKEF IT systems.

This post sits within the IT Operations function (number 1 above) within UKEF. The IT Operations functions vision is to provide a first class employee experience with technology. Job description

IT Operations oversee one of the largest budgets and busiest cost centres in UKEF, in terms of volume of transactions, variety and complexity. This involves sourcing a range of IT products and managed service agreements, overseeing contracts, licensing and other requirements.

Person specification

Main Activities

  • To provide the Head of IT Operations with support for contract management of existing UKEF IT contracts and ensuring that they remain fit for purpose;
  • Development of collaborative relationships with key finance, procurement and commercial colleagues in UKEF and DIT;
  • Development of a sourcing pipeline for IT Operations – a 12-month rolling view of contract anniversaries, with proposed actions for each (re-compete, extend, cease etc) and plan for the required activity in advance, working with procurement colleagues in UKEF and commercial colleagues in DIT;
  • Creation of a summary of the key terms of our major contracts – what increases costs, what support are we buying and are we using it, KPIs etc
  • Delivery of the portfolio of sourcing activity aligned to UKEF objectives, managing the end-to-end procurement cycle in collaboration with UKEF procurement and DIT commercial colleagues for a range of goods and services from initial supplier selection, through to tender evaluation and contract award – with an immediate focus on business critical re-procurement activity relating to UKEF’s two primary IT managed service contracts;
  • Add value to the quality and cost effectiveness of the procurement of goods and services harnessing commercial relationships with DIT during various stages of the procurement cycle;
  • Cross-checking of UKEF software licensing to ensure usage tallies with procured licenses;
  • Effective and collaborative working relationships with key UKEF business and DIT commercial stakeholders in order to develop ‘fit for purpose’ specifications that deliver value, quality and innovation throughout the lifetime of a contract;
  • Adapt quickly and learn new skills on systems and processes operated within the organisation;
  • Management of the IT Operations cost centre, including forecasting, accruals and other activity to drive value for money, align with internal finance processes and ensure best practice management of IT Operations funds;
  • Administration relating to the ITD Government Procurement Card (GPC) including uploading of invoices to the banking portal;
  • Reforecasting the IT budget based on known spend in the year
  • Requests and issuance of purchase orders for all new IT purchases; and
  • Production and delivery of such finance and sourcing reports as may be required.

Selection process details
