Job summary

As a Data Manager at UKHSA, you will be part of a dynamic team responsible for delivering the development, management, and coordination of enhanced surveillance systems of vaccine preventable diseases. You will be at the forefront of ensuring that the UK’s vaccination data is of the highest quality and is used to make informed decisions that impact the health of millions of people.

In this role, you will maintain and develop enhanced surveillance systems for vaccine coverage, working closely with a wide variety of professionals from both within and outside UKHSA to ensure high quality data. You will oversee the co-ordination of requests for data associated with the Immunisation Information System (IIS) vaccination data, the production of regular and ad hoc outputs from these systems for inclusion in routine national and international reports and information requests from government. You will liaise with stakeholders within the organisation and outside to support effective decision making through data reporting, quality assurance and standards processes. You will develop working relationships with other health professional groups both within UKHSA and the NHS at various levels to manage and source data and information, in the context of a rapidly changing data environment.

Job description

  • Applying analytical methods to potentially highly complex vaccine coverage data from a variety of sources as requested
  • Planning, organising and delivering on a range of data requests requiring analytic input, including negotiating and agreeing the most appropriate data output, initiating and planning workloads and setting delivery timescales for the team
  • Perform hypothesis testing and analysis to understand the effectiveness of analyses and document requirements turning these into usable data and visualisation products for publication and analysis; Communicate effectively specialist information with colleagues
  • Perform all work in cognisance of data protection requirements and the need to maintain confidentiality and security of surveillance information
  • Working collaboratively as part of the analytical capability across the product life cycle.
  • Assisting colleagues in the delivery of the analytical work programme and also with colleagues in other analytical teams in UKHSA as required.
  • Work with other developers and analysts to integrate and separate data feeds to map, produce, transform and test new and existing scalable data products that meet user needs.
  • Expose data from systems (for example, through APIs), link data from multiple systems and deliver streaming services.
  • Work with other developers and analysts to understand and make use of different types of data models.
  • Understand and make use of different tools for automation
  • Compare different data models using a variety of methods including written briefings and oral presentations to communicate the implications of public health analytical outputs for action to improve local population health to stakeholders from a range of backgrounds.

Person specification

It is important through your application and Statement of Suitability of 1500 words that you give evidence and examples of proven experience of each of the essential criteria (for full details of all essential criteria please refer to the attached job description):

Essential

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • Data science programming skills such as SQL, R or any other programming language and understand core scientific packages (ggpolt2, tidyverse or equivalent), particularly in relation to public health
  • Data management, analysis, and reporting
  • Experience of scripting (ability to write functions and understandable object orientated code) and applied use of statistical computing environments such as R, SAS, STATA, SPSS, Mathematical or equivalent
  • Interpreting and evaluating data
  • Knowledge of data security and confidentiality issues
  • Ability to analyse very complex issues where material is conflicting and drawn from multiple sources

 

Desirable

  • Post-graduate degree and / or equivalent or significant experience related to health information
  • Significant experience of working with multiple sets of data and information systems in health or related organisations
  • Experience of working in the NHS

STAGE 1 - APPLICATION & SIFT: 

You will be required to complete an application form. This will be assessed in line with the full list of essential criteria as detailed in the attached job description – please do provide evidence of how you meet this. 

If you are successful at this stage, you will progress to an interview.

STAGE 2 – INTERVIEW 

This competition will involve an interview by video. 

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification. Candidates will also be required to complete a test as part of the interview.

Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with reference to the essential criteria (outlined in the person specification section).

You will also be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.
