His Majesty’s Court and Tribunals Service is an agency of the Ministry of Justice and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

The Data, Analysis & Insight team plays a pivotal role in supporting a whole range of senior leaders across the business through reporting, analysis and insights. Our work supports the organisation’s overall strategy and empowers senior leaders to make strategic, data driven business decisions. In December 2021 we published our Data Strategy, setting out HMCTS’s commitment to becoming a data driven organisation.

As part of this strategy, HMCTS has invested in a cloud-based strategic data platform to transform the ways in which we work with data and enable us to add more value than ever to the organisation and the public. This platform is now technically complete, and we are looking for enthusiastic and motivated individuals to join our team and help us exploit our new technology.

This role will be based in our Data Management and Engineering unit, reporting to our Head of Data Management. It is a pivotal role for HMCTS to ensure that we are holding, curating, and protecting our data to drive value for our organisation both now and into the future.
 
Job Description

What will the successful candidate be doing?

•    You will support Data Analysis and Insight in the development of a strategic master and reference data management capability for HMCTS.
•    You will support the design and implementation of new data dictionary and data cataloguing tools for HMCTS. 
•    You will drive improvement in data quality ensuring the quality of the information stored and available for analysis is accurate and meets the required quality standard. You will work closely with data engineering, operational, reporting and analytical colleagues across the business to deliver this.
•    You will support improvements in our data by implementing and monitoring a robust quality assurance and testing framework to ensure decisions and actions are based upon reliable and accurate data.
•    You will be working with the data management lead around the development and maintenance of effective data models that support new and existing reporting requirements working collaboratively with stakeholders across the organisation.
•    You will support implementation and uptake of new technologies to deliver robust and accurate data management, ensuring documentation, data dictionaries, and data lineage information is readily available. This will include review and recommendation of appropriate and innovative tools.
•    You will ensure that all procedures relating to the delivery of data extracts and data flows are fully documented.
•    You will support and collaborate with data engineering colleagues on the testing and implementation of code and scripts before release, identifying any issues and risks whilst analysing the test results.
•    You will provide regular feedback on the operation of the data platform and assurance of the quality of information held within.
•    You will be working with the Head of Data Management to ensure compliance with data governance standards and managing access to the data platform in line with the security principles and role-based access policy and procedures.
•    You will attend meetings and represent the organisation with relevant stakeholders, be flexible and capable of proactive and reactive communication, facilitating prioritisation and sometimes potentially difficult discussions.

Key responsibilities
 
Essential Criteria

·    Data management and data governance skills gained through experience, training and/or continuous professional development.
·    Experience of working with and developing approaches to good data governance, including an understanding of the principles of GDPR.
·    Evidence of continuous professional development and knowledge of latest relevant technologies and best practice in data management.
·    Experience of defining and documenting data workflows across systems and operations, including capturing and documenting complex data definitions and business rules.
·    Experience of communicating effectively with operational business and analytical teams to define and document data requirements that meet business needs.
·    Experience of working with data and databases, ideally involving the development of new and existing data sources in a Data Warehouse environment.
·    Working knowledge and experience with ETL and data integration, including exporting data from various source data systems, transforming data against required business rules and data models, or data storage and analysis requirements, and loading data in storage platforms.

Desirable criteria

·    Experience developing and maintaining Master and Reference Data.
·    Experience developing and maintaining metadata for data dictionaries and data catalogue(s).
·    Proven proficiency in relevant technology, Microsoft Azure certification or equivalent level of experience 
·    SQL experience and technical database experience using relational databases in Microsoft T-SQL.
·    Experience of using CI/CD techniques and processes DevOps/Git repository code promotion and change management experience.
·    Knowledge of work management/collaboration tools such as MS Teams, Trello and JIRA.

The successful candidate may occasionally be required to travel to any of the HMCTS sites in line with business needs.
