The role of the Public Safety Group (PSG), which sits within the HO, is to keep the public safe by protecting the vulnerable, cutting crime, disrupting the highest harm criminals, and ensuring that our police, fire and rescue services are as trusted, efficient and effective as they can be in delivering front line public services. 

The people in our Group develop and implement policy, provide funding, and deliver legislation. We make the most of innovation, data, and partnerships to protect the vulnerable, prevent crime, and tackle the highest harm crimes. We work with our partners in law enforcement, establishing governance arrangements at a national, regional, and local level.

The post holder will join the Capabilities Reform Unit (CRU), a mixed discipline team of policy officials, project professionals and business analysts, with the overarching mission to support the delivery of high priority outcomes for public safety. CRU plays an important role in coordinating and assessing the high-level designs of all proposed changes to national police digital and data expenditure, identifying gaps or redundancy. CRU maintains a helicopter view of the major design elements, providing a link between several delivery programmes and policing data strategy.

The role advertised is for a Data Governance Manager at a Senior Executive Officer (SEO) grade, who will work to provide support to the wider PSG data governance needs.

Job description

One of the teams in CRU is the National Crime and Justice Lab (NCJL) working to deliver a manifesto commitment which will create a data exploitation capability in PSG, working with policy colleagues, police and other stakeholders to identify key evidence gaps in policy making, and provide access to the data and people (within academia, government and industry) to fill these evidence gaps and help PSG deliver policy which will have high impact. 

As part of this work, we are assessing both; what data PSG holds, and what data it requires, to effectively deliver public safety. We will seek out ways to access and use this data. In addition to the NCJL other teams in CRU act as the main gateway to approve investment in new police digital and data programmes. CRU maintains a helicopter view of the major design elements, providing a link between several delivery programmes and policing data strategy.

The post holder will work on design and implementation of practical data governance solutions across PSG. This area of business is fast paced, with high visibility and high impact. The post holder will gain exposure to programmes which are of significant interest to Ministers, and will experience working with multiple government departments, the police, wider law enforcement, academia, wider policy teams and other functions in the Home Office such as analysis and insights, and Digital, Data and Technology (DDaT).

This role is available on a Full-Time basis along with Compressed Hours. Whilst we welcome applications from those looking to work with us on a Part Time basis, there is a business requirement, for the successful candidate to be able to work a minimum 0.8 FTE (approximately 29.6 hours per week) ideally over 4 working days. Job-sharing applications would also be considered but any job offer is conditional upon a viable job-sharing arrangement being available.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Person specification

As a Data Governance Manager, you will:

• Be able to oversee the design and implementation of data governance solutions for PSG.

• Be able to work with PSG to develop a roadmap to improve data quality, metadata management, manage risk and increase data literacy.

• Have the ability to work creatively and well within a team which is focused on problem solving and be resilient in the face of change and barriers.

• Demonstrate strategic awareness in your approach to problem solving.

• Highly organised and the ability to effectively prioritise competing demands. You will be able proactively start work and be responsible for your own delivery within a small team.  

• You will also have an aptitude for detailed work, with the ability to communicate complex policy issues clearly to non-experts and senior stakeholders.

Essential Criteria

• Strong communication and influencing skills, with the ability to present complex messages to both technical and non-technical stakeholders. 

• Demonstrate up-to-date knowledge of data governance theory, standard methodology and the practical considerations.

• Collaborate effectively with technical teams and other stakeholders to implement a data governance framework and make recommendations to ensure compliance.

• Understand the impact on the organisation of emerging trends in data tools, analysis techniques and data usage. 

• Demonstrate an understanding of best practice data governance processes and standards and can implement them effectively.

• Work with risk owners to advise and give feedback.

• Working knowledge of organisational requirements under UK General Data Protection Regulation (UK GDPR) and the Data Protection Act (DPA2018).

Desirable Criteria

• An awareness of the Information Commissioners Office (ICO) enforcement powers and relevant statutory codes of practice, decisions and guidance issued by the ICO, courts and tribunals, the European Data Protection Board, and other relevant sources.

• One or more relevant privacy and data protection, risk management or internal audit practitioner certifications.
