Job summary

Technology and new ways to use data, from data sharing to AI, are transforming public services. The Home Office and the sector it supports need to embrace these technologies to cut crime, manage our borders, protect national security, and provide an outstanding service to the most vulnerable.

To achieve this, the Home Office values data as its second most important asset, after its people, and the Department has a vision that “we will use data and information as strategic assets for the public good”.

In response to this ambition and the government’s Roadmap for digital and data 2022-to-2025 (Mission Three), the Home Office Data and Identity Directorate is leading development of the Department’s data governance capabilities, which includes implementing a new data governance operating model; rolling out modernised data catalogue software; and delivering an enhanced suite of policies, guidance and training.

The Data Governance Lead is a new role within this Directorate. They will lead implementation of the data governance operating model, including the Data Catalogue, and will co-create the departmental service offer that underpins both products. Ultimately, you will be focussed on enabling Data Owners and Stewards to effectively manage their data assets, ensuring they serve their intended business purpose and broader potential value to government.

The Home Office already has an established network of Information Asset Owners and Managers; however, in response to updated Cabinet Office guidance, the Data Governance Lead will be responsible for leading the implementation of a new data ownership model. This requires collaborating closely with senior stakeholders across the Department to understand how the model would work in practice and supporting them to interpret our design thinking. You’ll also enable these new Data Owners, Stewards and Custodians to understand their responsibilities, which is part of a new central service offer that you’ll play a pivotal role in delivering.

Your team also is responsible for the Departmental Data Catalogue, which houses the information asset register and with more products to follow. You’ll be responsible for ensuring the data catalogue serves Data Owners’ needs, whilst supporting the department to get the most out its data assets in pursuit of delivering frontline services. In parallel, you’ll work closely with technology colleagues to explore how we can take advantage of modern technology in support of realising the Home Office Data and Information Vision.

There are three posts available, which are part of an existing multi-disciplinary team, and each of them will have line management responsibilities. Key Responsibilities

Leadership and management. Enjoy leading and developing a team to deliver tangible outcomes to scope, cost and time.

  • Service design and delivery. Lead the management of data governance frameworks, structures, policies and standards including supervising performance and compliance across the organisation. Be a credible proponent of business change through supervising working groups.
  • Data analysis and insights. Enable effective management of the department’s information assets and provide data analysis and insights. Be responsible for understanding the organisational data risks and issues, and co-ordinating with data owners to accept or resolve them.
  • Advising. Develop relationships with key stakeholders, both internal and external. Facilitate communication and collaboration across various departments. Present regular updates to senior leadership and other stakeholders on service performance.
  • Collaboration. Work with expert teams e.g., data quality, data sharing, data privacy, data analytics and technical capabilities, to support the implementation of data services.
  • Product development. Work with technology teams to translate business needs into data solutions. Research future trends in data governance, identifying areas for improvement and driving initiatives to enhance data accuracy, timeliness, completeness, and consistency.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024.  Applicants can request further information regarding how this may work in their team from the Vacancy Holder (see advert for contact details). 

Person specification

We are looking for someone who is passionate about creating customer value from good data management. You must be committed to the delivery of a quality service; able to collaborate across multiple stakeholder groups; and be comfortable working with ambiguity.

This will be a new role in a developing team so you will also be responsible for building the role, supporting development of the broader team, and embedding the service within existing operations.

Essential criteria

We are looking for individuals who can:

  • Speak data and are comfortable acting as a translator between technical and non-technical stakeholders to present complex analysis and messages in a compelling way to enable effective decision making.
  • Work comfortably with data to define supporting policies and processes, including identification of user needs translating these into new products or services.
  • Develop and maintain great relationships and networks with a range of stakeholders, particularly at a senior level, to achieve collaboration on common goals and deliver significant business outcomes.

Desirable criteria

The following are desirable but not necessary:

  • Experience of using data catalogues or information asset registers to support frontline service delivery.
  • An understanding of end-to-end data lifecycles, enabling and advising risk-based decisions.
  • Experience of working in a complex delivery environment, particularly leading the development and implementation of data services e.g., governance, data assets, data risks, data quality, or data protection.
