Overview of the job    

The Data Quality Manager role assists in managing a range of data sources, standards and processes across the MoJ People Function.
The role is line managed by a SEO within the function and requires occasional national travel for specific tasks or to meet with stakeholders, suppliers and other departments. The role also provides management level support to the People Insight, Experience and Insight (PIXI) People Analytics teams.

This role has line management responsibility for the EO Data and Insights Hub Governance and Administration Support role within the team.

Summary    

The Data and Insights Hub Manager is typically responsible for ensuring the effective management, co-ordination and utlisation of current and expanding data sets used by the DIH. They have authority to make decisions / approve requests within predetermined authority levels. 

They will be required to solve problems and make DIH service management and project activity decisions by developing a breadth of solutions – proposing fully formed ways forward for approval by their manager or countersigning manager. This may involve researching, organising and analysing facts and data. The jobholder will be expected to weigh up several factors to produce constructive ideas and solutions.

A critical component of this role is the active contribution toward the cross-Government Synergy Programme, working closely with the MoJ’s Data Improvement Programme.  In all of your job holder responsibilities below, you will be expected to leverage the expertise, networks and knowledge of the MoJ data community to think from a cross-government perspective in addition to the local departmental need.

The jobholder will also draw on specialist technical skills (using advanced Excel skills, PowerBi and other data tools and digital systems) to manage data on the DIH service volumes/usage, performance and expenditure. This includes providing a meaningful narrative to explain trends and the data being presented.

The jobholder will work independently on day-to-day issues. This may include providing advice to more senior grades and assisting with the management of projects. They will also develop wide-ranging contacts both internally, across government and externally with third party suppliers.

The jobholder is required to have a breadth of knowledge of, and capability to handle, a large and diverse group of business areas and will need strong influencing and relationship management skills. They will be able to speak authoritatively about the elements of the DIH service they assist in the management of. 

The Data and Insights Hub Manager will also have (or be expected to develop) a breadth of HR policy knowledge in areas relating to the services they support with a view to improving data literacy across the function.  

Responsibilities, Activities and Duties    

The job holder will be required to carry out the following responsibilities, activities and duties:

•    Make decisions on behalf of the Data and Insights Hub team within predetermined authority levels. Assessing requests from the business in terms of priority and content, take the appropriate action and escalating where required.
•    Collate, manage and interpret management information reports for WEPI colleagues to support the team to deliver an efficient and effective service.
•    Drawing specialist technical skills (using advanced Excel skills, PowerBi and other data tools and digital systems) to manage data on service volumes/usage, performance and expenditure. Creating data dashboards for key stakeholders independently presenting key figures and trends with associated narrative on a regular basis.
•    Develop and deliver briefings, presentations and the compilation of written reports with appropriate recommendations. 
•    Provides secretariat services to the Data Champions Network and support the establishment of the Community of Practice.
•    Develop and maintain effective working relationships with both internal and external stakeholders, including suppliers. 
•    Management of various activities and workstreams across the DIH portfolio, ensuring the timely completion of tasks. 
•    Work with colleagues to develop and implement strategies to improve the capability of the organisation and DIH service. 
•    Provide support for contract management activities where required, including research activities and document management.

Essential Skills/Qualifications/Accreditation/Registration    

•    Essential: Expert skills in MS Office applications, especially Outlook, Word, Excel and PowerPoint. 
•    Essential: Confident in manipulating spreadsheets and using other software tools in the managing of large amounts of data, including complex data. This includes presenting data in a meaningful format that enables stakeholders to understand trends.

•    Desirable: Understanding and experience of working in HR.
