The Data and Insights Hub Team

The Data and Insights Hub (DIH) Team seeks to improve the way we utilise and leverage people related data and insight as an asset across the MoJ. Our approach is to build a DIH to make data more accessible, of a higher quality and more consistent; enabling MoJ to make more informed decisions and help shape the MoJ ‘workforce of the future’, improving the employee experience and increase effective and productive delivery of service. 
The team is developing and advancing innovative solutions of how MoJ will store, process and analyse people data alongside setting up data-led culture for long term success across People Group priorities.

The Role

The Data and Insights Analyst is a key role and subject matter expert in leading the development and maintenance of analytical products, guidance and insights for the DIH. 

We are looking for a motivated Analyst to work in a challenging and exciting environment within the team. We are looking for candidates with a track record of delivering innovative solutions that have a real impact, whilst working collaboratively with others to ensure the right analytical/statistical solution is delivered in an effective and efficient way. 

You will have the opportunity to further embed an evidence-based approach within the MoJ and influence people and business-related decision making. The role will include ensuring analytical methods transform findings to insightful actions and in doing so help to ensure the delivery of MoJ business objectives and the Civil Service workforce agenda.  
You will join us as an experienced qualitative analyst who brings strong analytical skills and demonstrable experience of leading multi-disciplinary teams in developing innovative approaches to the delivery of insight to support business objectives. You will have excellent networking and engagement skills and have a talent for working in partnership with people. You will lead virtual teams consisting of analysts and HR professionals with other areas such as leadership, employee engagement, employee wellbeing, retention, reward, talent and development; making a pivotal contribution that continuously evolves the breadth of the DIH services. 

A critical component of this role is the active contribution toward the cross-Government Synergy Programme, managing close working relationships with the MoJ’s Data Improvement Programme.  In all of your job holder responsibilities below, you will be expected to leverage the expertise, networks and knowledge of the MoJ data community to think from a cross-government perspective in addition to the local departmental need.

Responsibilities:

Specific responsibilities will be tailored to reflect your strengths and development needs, but you will lead on:
•    Create collaborative relationships with the Data Improvement Programme, ensuring alignment with the data culture, literacy and ethics workstrand. 
•    Liaise with wider People Function stakeholders, data owners, stewards and Synergy stakeholders involved in developing management information, managing data and insights to capture business need and develop products that are integrated into the DIH service requirements. 
•    Maturing the service offering and internal management arrangements of the Data and Insights Hub from its current infancy level to become fully established and integrated into the People function governance model. 
•    Implementing section 3 of the Data and Insights Hub (DIH) Handbook (analytics and insights capability area) and ownership of the implementation roadmap to ensure the development of a set of high value analytical products which will evidence the positive effect of self-service analytics for both producers and consumers of insight.
•    Evaluate any DIH-related risks to product development and enhancements and work with the PIXI team, relevant heads of services, data leads and data owners. 
•    The effective collaboration with analytical colleagues across organisational lines of responsibility, bridging the gap between analysis and insights on DIH products and customer engagement, finding effective ways to explain and visualise findings with context to drive action and deliver business outcomes.
•    Establishing coherent ways of working and clear lines of responsibility with the People Analytics Team for the development of new, and enhance existing, DIH products, dashboards and reports by conducting statistical analysis on bespoke questions to provide deeper understanding from experiences across the employee lifecycle; including the coaching of support analysts.
•    Driving up knowledge and building capability in the team and across the People Function by role modelling the use of a range of analytical methods and techniques to enhance the maturity of the analytical findings produced. 
•    Building the confidence and capability of HR, business and other users to draw value from analytical outputs, including a key player in implementing the people analytics career pathway and community of practice
We’re looking for a highly motivated person who meets the essential criteria:
•    A first or second class degree in mathematics, statistics, behavioural science or another relevant STEM discipline; or equivalent experience. 
•    Strong analysis skills, including the ability to derive insight from multiple data sources, use of data to support debate, and problem solve complex challenges. 
•    Knowledge of statistical analysis techniques and an aptitude for interpreting and disseminating analytical findings. 
•    Experience of coding in at least one statistical/mathematical programme (R is preferred). 
•    Strong data visualisation skills combined with experience of communicating insights with a range of different stakeholders to influence people and decision making and drive positive action. 
•    An adaptable team player, with experience of working collaboratively and confidently with others yet is comfortable using initiative when working alone. 

Desirable skills:

•    Experience of working within a People related or HR environment with knowledge of the employee lifecycle and nuances across people behaviour, characteristics and traits. 
•    Experience of R programming. 
•    Experience of using innovative platforms for data visualisation including R Shiny, Power BI and/or Tableau. 
•    Experience of adopting data science techniques to drive insight and decision making.
•    Experience of conducting statistical analysis on people related data to deliver insights. 
•    A willingness to work towards achieving professional badging within one of the Government analytical disciplines.

•    Apply appropriate statistical techniques using programmes such as R or Python. 
•    Produce robust and reproducible analysis, including using quality assurance and automated testing. 
•    Present findings and insights persuasively so customers engage and understand the evidence and use it to influence decisions. 
•    Develop your own technical capability and the capability of others. 
•    Anticipate potential further uses of data wider than solving an initial problem.
