United Kingdom Health Security Agency (UKHSA) operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London).  Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Grade & Salary – Grade HEO. National - £30,473   £37,215. Inner London – £34,463- £41,478 per annum. Outer London - £32,469 - £39,532.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Job description

The UKHSA Data Operations Directorate provides strategic leadership and oversight for developing and managing a common and bespoke suite of performant, modern, secure, data and analytical tools, services, platforms and applications, ensuring access to high quality data and analytics services, internally and externally.

Based within the Data Operations Directorate, the Data Product Development Division are responsible for the development and delivery of new and existing dashboards and platforms, ensuring that data are made available to improve health security outcomes. Our flagship product is the UKHSA data dashboard, which builds on the hugely influential COVID-19 dashboard, and presents data on COVID-19, as well as other respiratory viruses such as influenza.

 

Overview of Job

As a Data Analyst, you will play a crucial role in enabling data-driven operations and decision-making within the public health domain. Your primary responsibilities will revolve around the collection, processing, and integration of data from various sources to build robust data pipelines and dashboards, reports and visualisations.

A key aspect of your work will involve designing and developing data models and schemas that facilitate efficient data storage, retrieval, and analysis. You will implement extraction, transformation, and loading (ETL) processes to ensure data quality, consistency, and integrity throughout the data lifecycle.

Collaboration with public health professionals and stakeholders across the organisation will be essential to understand their data needs and develop tailored data solutions that meet their requirements. You will act as a bridge between the technical and non-technical worlds, providing guidance and support on data access, analysis, and interpretation.

As part of your role, you will ensure adherence to data governance policies, security protocols, and organisational standards, safeguarding the confidentiality and integrity of sensitive public health data. Data profiling, source system analysis, and data quality checks will be crucial to identify and resolve any data integrity issues that may arise.

Your role will include the production of health indicators, quality assurance of dashboard products, and the facilitation of downstream analyses by ensuring data quality, integrity, and accessibility.

You will work matrix style with colleagues across UKHSA to develop and deliver national health intelligence outputs to prepare for, prevent, and respond to external hazards that threaten the health of nation’s population.

Main Duties of the Job

  • Collation, analysis, interpretation and visualisation of public health information.
  • Implement data extraction, transformation, and loading (ETL) processes to ensure data quality and consistency.
  • Building and maintaining interactive dashboards and data visualisation tools to facilitate data exploration and reporting.
  • Participating in the “business as usual” operations of data products, such as the UKHSA data dashboard, including running data pipelines and quality assuring outputs.
  • Liaising, where necessary, with colleagues concerning issues of data quality and effect on analysis.
  • Communicating analytical/statistical matters to non-analytical/statistical professionals.
  • Ensuring personal and promoting team compliance with corporate policies in relation to security, confidentiality and release of information.

Person specification

Essential criteria

  • Experience of coding (e.g., SQL, R, Python) and familiarity with good data science practice e.g., version control
  • Experience working with health-related datasets or information systems in health-related organisations
  • Experience in using Microsoft Power BI to analyse data and build, develop, support dashboards
  • Working knowledge of data security, management and information governance
  • Perform analysts to support business decisions e.g. assess data, find trends, drill down, assess relationships or causality, create forecasts
  • Experience of producing data models, understanding where to use, how to compare and reverse-engineer a data model from a live system
  • Ability to analyse complex issues where material is conflicting and drawn from multiple sources
  • High degree of numeracy and literacy
  • Ability to present, communicate and visualise data so that it is accessible to others
  • Ability to communicate effectively with technical and non-technical audiences
  • An understanding of and commitment to equality of opportunity and good working relationships
  • A first or second class honours degree in a numerate subject (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar) or a higher degree, e.g. a MSc or PhD, in a numerate subject or have worked in a data analysis field and are able to demonstrate Continuous Professional Development in data analysis at the same level as a foundation

Selection process details

Stage 1: Application & Sift

This vacancy is using Success Profiles and will assess the essential and desirable criteria at sift, and Experience/Technical skills and Behaviours at interview.

As part of the application process, you will be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.  

You will also be asked to provide a Personal Statement / Statement of Suitability in no more than 750 words. The Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with particular reference to the Experience criteria.

During the sift for interview, your CV and Statement of Suitability will be assessed and scored against the job description and Experience criteria.

DBS
