Job description

This is a new post in an exciting, new team which will play a pivotal role in enabling DSIT to deliver on its ambitions to position the UK at the forefront of global scientific and technological advancement. You will ensure the department can access the data it needs to achieve outcomes in an efficient, streamlined way, managing a small team with accountability for supporting data requestors through the data acquisition lifecycle, and associated governance processes. You will have additional responsibilities for driving efficiencies in data acquisition - working with the Head of Data Strategy and Governance to ensure strategic alignment with the organisation’s objectives.

Where possible, your team will look to reduce burden on analysts across the department and consolidate data provision centrally into your team. This role will be a key relationship manager, acting as the key point of contact with multiple stakeholders across DSIT, including: Commercial, Finance, Digital, DPO, KIMS. This role will have the service delivery opportunities to role-model best practice for the data standards and principles the data governance side of the team will create. The role will embody how improved data strategies and practices will enhance the delivery of the organisation.

Person specification

You will lead the development and implementation of a data acquisition team in the department, with a key (initial) focus on the needs of the analysis function. You will help teams to obtain the data they need for their work, looking for opportunities to add value to current workflows and improve efficiencies by taking a department-wide approach to data procurement. You will support the Head of Data Strategy and Governance to design a strategic framework for the department to acquire data needed to achieve outcomes in a strategic, streamlined way. You will have the opportunity to help design an operating model for the new data strategy and governance team (total FTE of 7, of which your team will be 3) and design the future strategy, with a clear roadmap for how to scale operations up to support the entire organisation.

Specifically, you will:

  • Lead the new data acquisition team, setting direction and ensuring structure and resource supports demand;
  • Take an active role to promote better use of data in the department, supporting the Head of Data Strategy and Governance to inspire & educate to build a positive data culture across DSIT;
  • Ensure that data across the department is acquired and ingested in a way that enables and streamlines analysis, monitoring & evaluation and statistical reporting;
  • Play a key liaison role between all stakeholders involved in the flow of data into analytical teams, to support teams to follow required processes - develop and maintain strong relationships with multiple stakeholders across DSIT, including: Commercial, Finance, Digital ICS, DPO, KIMS;
  • Maintain a quality customer service to stakeholders across the department who will approach you as a key point of contact for data acquisition;
  • Drive efficiencies in data acquisition and work with transformation programmes to optimise and align new data requests in line with best-practice principles;
  • Maintain clear documentation for data that flows through your team, and where appropriate, other teams you support;
  • Deputise for the Head of Data Governance at senior leadership and other meetings, as required, and will be expected to take an active part in the strategic development of the data strategy and governance team;
  • Ensure appropriate data sharing governance arrangements are in place and work with the data governance side of the team to develop processes and frameworks that work for DSIT.

Skills and experience

Essential

  • A proven track record of delivering a service, preferably to do with data;
  • Experience of successfully managing relationships, building trust and credibility, and working within complex governance arrangements to deliver;
  • Excellent verbal and written communications skills, including evidence of building support from stakeholders with less data experience;
  • Relevant experience of data sharing, acquisition or procurement;
  • Passionate about the DSIT mission.

Desirable

  • Experience working with analysts
