Job description

The data acquisition governance team leader will directly manage a team of Senior Officers in addition to leading a small mixed grade team. The management span will be flexible. You will have accountability for supporting Data Requestors through the governance process.  

Including: Triage, initial stakeholder engagement and negotiation to assure both strategic and legal alignment; managing business as usual acquisition budget; driving efficiencies in data acquisition and working with transformation programmes to optimise & align new data requests in line with data strategy & management principles.  

Your team will be responsible for capturing all acquisitions on The Data Acquisition Catalogue (Bulk TPI) Power App to show status of requests and value to the department. The role also involves developing and maintaining strong relationships with multiple stakeholders across HMRC including both inbound and outbound data leads; Other government departments; working closely with commercial & finance to implement an operating model aligned with the strategic vison of data acquisition in HMRC. You will work closely with internal and external customers providing technical input to the team and ensuring a quality customer service is provided, meeting key performance indicators and deadlines.  

You may be required to deputise for the head of Data Acquisition and Exchange at senior leadership and other meetings and take an active part in SLT meetings.

The team is based across Liverpool & Cardiff so regular travel may be required with occasional overnight stays. You will coach/mentor new team members. You will need to escalate risks and issues that are not being managed effectively to avoid reputational damage to HMRC.

Key Responsibilities include:

  • Attending and fully participating, sometimes leading cross departmental governance meetings, sharing ideas, supporting Data Requestors and challenging where appropriate.
  • Lead a cross grade team, setting direction and ensuring structure and resource supports demand.
  • Using analytical skills, work with others to share ideas and improve processes.
  • Feed into various Strategic Data forums, advocating adherence to Data Governance processes.
  • Communicating with internal customers resolving issues and with other government departments dealing with enquiries arising from data sharing agreements/proposals.
  • Conducting presentations across HMRC to support and encourage adherence to governance processes.
  • Supporting and leading work activities within the team and being responsible for endorsing work tasks.
  • Lead regular team meetings, capturing Risks/Issues/Celebrations for review/debate and where appropriate escalation to SLT.
  • Be an active, productive member of SLT.
  • Having the ability to work flexibly where necessary.
