Travel and overnight stays for training courses will be required. In addition, travel to and from UKHSA or Client Offices will be expected to be undertaken within working hours.

Grade & Salary – Grade 7. National banding -£51,824- £61,414 per annum. Outer London -£53,812- £63,252 per annum. Inner London - £55,799- £65,089 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Introduction

We are looking for a motivated Project professional to lead the Safer Cyber Programme and other elements of Security Operations Programme work,  developing and implementing well thought out governance, providing project risk management, effective progress reporting to plan and ensure effective information flows within Cyber security team and across the wider Programmes and partners.

 

With a keen eye for detail and the bigger picture you will build highly effective working relationships with stakeholders to ensure governance is effective and be a key source of project information and metrics.

 

The Cyber Programme lead will provide effective leadership on project managers working on Safer Cyber Programme across the whole of the Cyber Security team, and elements of Security Operations programme work.  The role will prepare the business for the impact of the changes being delivered by the programme and provide a bridge between the team and service users to enable successful delivery of the programme including embedding into Business as usual activities.

 

You will deliver through a team of project professionals, setting clear direction, building capability and leading through change.  You will need to build and sustain close working relationships with key partners such as Technology, Finance, HR delivery teams, Business Groups and Estates to ensure plans are credible, achievable, delivered, and that risks to delivery are managed effectively

 

The Cyber Security team is delivering at pace so you will need to be comfortable with ambiguity and work with others to clarify the target state for each release of the service so an effective transition plan can then be formulated, delivered, and evaluated.

 

The role will build relationships and work collaboratively with teams within the programme, across UKHSA networks and with Other Government Departments (OGDs) in support of business change.  The ability to translate complex technical information into a clear and compelling narrative will be key.

 

Overview Of Job

The role of programme manager is to lead a team of project managers, Senior responsible officers and other stakeholders in delivering a number of projects that make up the Safer Cyber programme. The overarching aim of the programme is to ensure that UKHSA is a secure, resilient, and trusted government agency protecting the digital estate   of the organisation.

 

This role will build relationships with different parts of UKHSA and cyber to ensure that the programme delivers outputs that ensure UKHSA has embedded controls that meet the CIS18 requirements. outcomes.

 

You will be responsible for delivering the programme and ensuring that the work transfers into Business as usual including with Business change leads and communications teams to ensure that it is changes to working practices become embedded within the organisation.

 

You will develop and apply recognised project management tools and techniques that ensure accurate timely reporting into the Programme board and other stakeholder led forums.

 

You will build networks of contacts across the national security community and work with a range of partners across UKHSA.

 

You will be also required to support the wider team as required depending on priority changes.

 

A hybrid working pattern of office and home is expected for this role, with 2-3 days in the office. Your primary office is likely to be London, Colindale, Porton Down or Chilton.

This role will be home, or office-based, with travel to UKHSA sites/ offices as required. Your salary will be based on your home address and the relevant pay scales under UKHSA policy. National pay rates will apply to those employees whose permanent place of work is outside of the 40-mile radius of the M25. This should be considered when applying for this role. Please note you must be resident in the UK to apply for this role and your home address, if you undertake this role from there if successful, must be in the UK. Travel and overnight stays for training courses will be required.

  • The PMO provides experience, support and insight to the programme leadership team and acts as the source of all Capacity and Workforce planning information and metrics. As Programme lead you will have extensive experience in workforce, portfolio and project management methods to make sure things happen when needed.

  • You are a strategic thinker, linking issues together to identify themes and maximise opportunities to add value. You are confident and skilled in providing challenge and managing upwards where necessary to ensure the best outcomes are delivered.
  • Risks, issues and benefits realisation – make sure project processes/standards are applied when managing risks and issues, providing assurance to Capacity and Workforce Planning on the effectiveness of delivery/arrangements.
  • You will have excellent interpersonal skills, be a confident communicator and are comfortable working with and building relationships with a diverse range of partners and team members at all levels, including senior staff, to achieve objectives.
  • Use strong and dynamic communication skills to deliver your message, create a strong sense of purpose, and influence those around you.
  • You take an evidence-based approach, are organised, keen to learn new skills and can deal with uncertainty.
  • You take a flexible approach to your work. You keep in mind the bigger picture and look beyond the status quo to see how things could be improved.
  • Ideally, you have previous experience of working as a Programme Lead, managing team members and coaching and mentoring team members.
  • Highly motivated and organised, you will be able to monitor progress and project delivery milestones, ensuring that deadlines are met. You will display high quality drafting skills, a good attention to detail and be proficient with the use of Microsoft Office, including PowerPoint, Word and Excel packages. You will be a team player, being flexible in your responsibilities as the role develops.
