This role sits within the department’s Operational Response Centre and is based in London. The post holder will be involved in a broad range of topics. Their prime focus will be the development of the health and social care sector’s contribution to components of the Government’s Counter Terrorism Strategy (CONTEST). 

The post holder will be expected to quickly develop a strong understanding of the policy landscape and the role the health and social care sector plays.  They will build and maintain relationships with a wide range of stakeholders, including:  

  • The NHS England Emergency Preparedness, Resilience and Response (EPRR) team who have the operational responsibility for the delivery of these programmes within the NHS,
  • The UK Health Security Agency who provide specialist knowledge for different aspects of the work, and with Home Office who are the lead Government department for CONTEST

The successful candidate will be expected to regularly attend in person meetings and be able to work above official sensitive, both of which require regular and, often, unpredictable presence in the office. They will also support the work of the department’s Operational Response Centre by being part of the 24/7 on call arrangements (for which additional benefits are paid). The on-call rota requires a commitment to be available to respond to incidents out of hours approximately 7 days every 2 months.

The successful candidate must hold, or be willing to undergo, developed vetting clearance.

Job description

Reporting to the G7, the successful candidate will lead a team to further develop and drive forward the delivery of DHSC’s contribution to the Government’s Counter Terrorism Strategy (CONTEST).

The post holder will be expected to rapidly develop a strong understanding of the policy landscape and the role the health and social care sector plays.  They will build and maintain relationships with a wide range of stakeholders, including but not limited to:  

  • NHS England Emergency Preparedness, Resilience and Response (EPRR) team and NHS England Safeguarding Team who have the operational responsibility for the delivery of these programmes within the NHS
  • UK Health Security Agency who provide specialist knowledge for different aspects of the work
  • Care Quality Commission, the independent regulator of the health and social care system in England
  • Home Office who are the lead Government department for CONTEST

Due to the nature of the role it is based in London. The successful candidate must hold, or be willing to undergo, developed vetting clearance and will be expected to:

  • Regularly attend in person meetings
  • Be able to work above official sensitive

The successful candidate will also be expected to support the wider responsibilities of the division by contributing to corporate activities, and being part of the department’s Operational Response Centre for emergency response in DHSC.  This involves being part of the 24/7 on call arrangements in the department (for which additional benefits are paid). Person specification

Role responsibilities:

  • Drive the development of the health and social care sector’s work on CONTEST
  • Co-ordinating the health contribution to the Prevent, Protect and Prepare strands of the CONTEST strategy as well as having an oversight of all the constituent programmes and deliverables
  • Developing a strong understanding of the health and social care sector’s role and its Prevent, Prepare and Protect responsibilities
  • Building and maintaining strong relationships with:
    • NHS England team who have operational responsibility for the delivery of these programmes within the NHS
    • UK Health Security Agency who provide specialist knowledge for different aspects of the work, and with
    • Home Office who are the lead Government department for CONTEST
  • Line management and project management for other team members who will support you in delivering these important pieces of work

Due to the nature of the work, the role is based in London and the successful candidate will be expected to regularly attend in person meetings and, if needed during an incident, will need to be able to work in the London office full time at short notice. DHSC currently requires staff to work in the office for a minimum of 8 days per month.

Key skills and experience required for the role:

Essential:

  • Ability to build good relationships with a wide range of stakeholders
  • Able to communicate clearly, both orally and in writing
  • Live within two hours commute by public transport of the London office and have the ability to work in full time in the office at short notice
  • Calm under pressure and able to work at pace with confidence
  • Capable on managing different priorities and shifting priorities at short notice
  • A strong team player
  • Ability to learn new topics quickly and develop a strong knowledge base to support emergency decision making.
  • Willingness to work, on occasion, to a shift pattern which may include some out of hours or weekend working while responding to an emergency

Desirable:

  • Experience or knowledge of CONTEST
  • Knowledge of health and care sector
