We have an exciting opportunity for a Compliance Manager to join our Counter Fraud team at Ofgem. We are seeking an ambitious and delivery focused individual who is passionate about fighting fraud, making a difference, developing capability and alignment with Gov 13 Functional Standard ultimately to prevent and reduce fraud. The role will provide support to the Counter Fraud Lead in developing, designing, and implementing strategies and policies to deliver targeted and impactful counter fraud measures while also leading and investigating cases of suspected fraud. This will help ensure Ofgem delivers maximum impact in supporting energy consumers and driving forward net zero ambitions to tackle climate change.

You will work with a team of counter fraud professionals to provide a high-quality counter fraud service that includes, prevention and deterrence, investigation, detection, and fraud risk management. Fraud is a potential threat that exists both internally and externally and we take this threat seriously in all aspects of our work. A primary objective of the team is the prevention and detection of fraud on the various government schemes we administer to ensure compliance with scheme rules and the protection of public funds inclusive of debt collection and redress actions. We also work with external agencies to pursue further sanction actions where possible. While our counter fraud services and initiatives are primarily counter fraud focused, we also support in the reduction of error.

You will be someone who:

Team Purpose and role

Successful candidates will be deployed to work in Delivery & Schemes.

After the initial deployment, you will be expected to work flexibly across Ofgem as a member of the Compliance & Enforcement Profession, working on cross-Ofgem projects, and/or in teams where you have in-demand specialist skills or expertise.

Delivery & Schemes

Ofgem delivers renewable energy and social programmes on behalf of government – this is done through the Delivery and Schemes Directorate. These schemes are varied – covering renewable heat, renewable electricity, energy efficiency and fuel poverty – collectively, they are worth £9bn a year. And crucially, these schemes are critical to hitting our Net Zero goals and providing support for households.

Compliance and Enforcement Profession

Ofgem has recently launched a Professions framework and a successful candidate will be a member of the Compliance and Enforcement Profession. Through the Profession you shall get the support and development you need to excel. It gives you exposure to the full range of compliance and enforcement activity across Ofgem, from deterring fraud on energy efficiency schemes to monitoring the wholesale market, and everything in between.

Key Responsibilities and Outputs

Specific responsibilities will vary depending on the role and team in which you will be placed in, but are likely to include:

Investigation and Case Management

  • Counter Fraud: identifying, investigating, and mitigating fraud on the environmental and social schemes that we administer for the government.
  • Leading or contributing to compliance or enforcement activity in relation to energy suppliers, scheme participants and other regulated companies, producing high quality, timely, and robust analysis of potential issues.
  • Making evidence-based recommendations: identifying & escalating key issues as well as assisting in the management of risk.
  • Leading, organising and project managing significant pieces of project work, coordinating closely with colleagues across the directorate to understand the impact of your work in terms of resource and output.
  • Engaging with internal and external stakeholders to gather and document intelligence on compliance to inform casework, including engaging with whistle-blowers when relevant.
  • Build capability in the team by driving continuous improvement of our processes and practices, identifying, and embracing opportunities for change, and championing these across the team.

Stakeholder Management

  • Effectively communicating the benefits, challenges, and trade-offs of potential compliance or enforcement actions to senior colleagues​.
  • Working collaboratively across team boundaries and engaging with key Ofgem functions, developing close links to manage risks and issues​.
  • Representing Ofgem externally and building constructive stakeholder relationships to ensure challenges and issues are identified and resolved in consumers’ interests.
  • Ensuring that guidance given to external stakeholders including suppliers is accurate, legally robust and reflective of the relevant legislation or licence conditions.

Essential Criteria

  • Has a proven track record of working experience of carrying out investigations inclusive of analysing qualitative and quantitative data and evidence to arrive at conclusions and recommendations [Lead criteria].
  • Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences.
  • Ability to proactively prioritise and plan your work and deliver quality outputs in a dynamic environment.
  • Ability to build effective relationships and successfully influence challenging external stakeholders.

  • Experience of working on fraud investigations
