Job description

You will join the Manchester Route and Stations team within the Northern Powerhouse Rail (NPR) and Network Planning Directorate at a crucial time for the scheme, as the Department continues to develop the scope, cost, and schedule for the programme.

In this role, you will focus on leading and developing the Millington to Manchester part of the route, which includes stations at Manchester Airport and Manchester Piccadilly. Your work will contribute to a multi-layered programme of policy development and engagement with key external and internal stakeholders across the NPR geography. This will include liaising with Mayoral Combined and Local Authorities, business leaders and with key delivery partners.

Of the two roles available, one will support cost sponsorship, and the other will be the Manchester Piccadilly Station Sponsor. Both are challenging roles, which will require a broad range of project delivery, policy, stakeholder and leadership skills and experience. You will be working in a fast-paced project environment, supporting on developing critical plans, and will have plenty of opportunities for personal and professional development. Your key responsibilities will include, but are not limited to:

  • Leading on the sponsorship of the value engineering and standards review exercise for the Manchester route of NPR.
  • Developing and maintaining a programme of all activities in DfT and HS2 Ltd relating to the sponsorship of the scheme.
  • Supporting the Head of Sponsorship and the Head of Stations on the wider sponsorship of the programme and acting as an intelligent sponsor, providing intellectual challenge on scope, cost and efficiencies.
  • Supporting Ministers where required, as well as HM Treasury, the IPA and other Government departments on wider delivery of the programme.

Person specification

About you

You will have experience of working within a project delivery environment or have substantial policy experience, and will either hold a Project Delivery qualification (such as APM, PMQ or Managing Successful Programmes) at Practitioner level, be currently working towards a qualification or be willing to work towards the qualification once in .

You will be a self-starter who is comfortable working on your own initiative and capable of providing clear direction to others. You will be an organised individual who can confidently balance multiple, often conflicting, priorities effectively.

You will be an articulate communicator, both verbally and in writing, with the ability to advise and influence senior stakeholders to achieve desired outcomes. You will confidently navigate challenging conversations, ensuring that your perspectives and views are effectively communicated, whilst remaining receptive to challenge and alternatives.

Using your excellent interpersonal skills, you will develop and maintain positive working relationships within the team, across organisational boundaries, and with external stakeholders.

Additional Information

This role is available to individuals who wish to be spending their office time in Leeds or Birmingham. We would also expect the individual to be willing to travel regularly to visit different locations relevant to the route, and visit alternative DfT offices, predominantly London.

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. 

At the point of interview all candidates will be asked for their preferred role within the Manchester Route and Stations team. As we will be appointing this role based on merit (offering to the highest scorer first), we will take your preferred working division into consideration, at the point of offer, but please note that this will not be guaranteed.
