About the Team

The Departmental Operations Centre (DOC) operates across the whole of MoJ, often working with other government departments, to deliver high quality business continuity (BC), resilience, and crisis management work. Together, we make the department and our services stronger.

The DOC is led by a Deputy Director with two distinct teams – the Corporate Business Continuity Team and the Corporate Resilience Team. The role of the BC Governance and Assurance Lead sits within the Corporate Business Continuity Team.

The team’s work ensures that MoJ’s critical services can withstand unexpected shocks and disruption. They collaborate with colleagues responsible for the operation of prisons, courts, probation, and headquarters functions – as well as directly supporting ministers, the Permanent Secretary and Executive Committee. The team are also trained to support the department’s response to crises and incidents – which will often see them working with other government departments like the Cabinet Office.

The team sets the overall departmental BC policy, from which the constituent agencies and business units derive their own processes, plans and ways of working. The team also owns
 
the MoJ gold/silver/bronze emergency governance structure, and the department’s 24/7 response activation and alerting arrangements.

Job Description, Duties and Responsibilities 

As the BC Governance and Assurance Lead you will:

•    Lead the BC governance and assurance programme across the department
•    Provide leadership and deliver a robust approach to BC management in line with the strategic and operational direction of the organisation
•    Understand the organisational structures and activities that support the business in implementing continuity and resilience
•    Promote and embed continuity & resilience within all levels of the organisation
•    Provide cover for the Head of Corporate BC at meetings, offering advice and sharing information as required

Responsibilities will include the following:

•    Lead the assurance processes across the department, commissioning self- assessments and completing in-person assurance visits to evaluate compliance and assess the maturity of BC
•    Review the operational needs of the department, meeting regularly with BC leads across business areas and further developing resilience planning
•    Lead the maintenance and review of the corporate business continuity document set, including the MoJ HQ BC policy, advising and consulting as appropriate with stakeholders, sharing changes and updates across the department as necessary
•    Support departmental BC leads to identify interdependencies between their business areas, and functional areas to ensure that these systems are fit for purpose, robust and sustainable
•    Devise and drive continuous improvement projects to enhance BC
•    Maintain and deliver the BC exercise programme, assist in the maintenance and review of the corporate business continuity document set including the MoJ HQ BC policy, advising and consulting as appropriate with stakeholders, sharing changes and updates across the department as necessary
•    Work collaboratively with the MoJ Governance Team by providing input into annual assurance processes focused on BC compliance
•    Maintain strong links with the Risk Centre of Expertise and support risk assessment processes for BC leads
•    Provide specialist advice on threats and controls to senior leaders across the department
 

Line Management

•    This post has line management responsibility for two HEO Validation Officers, leading by example with regard to promoting and embedding diversity and inclusivity within the team, and in working collaboratively with colleagues across the department

Expectations of post holder in executing the role

Strong organisational skills are a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations, and make effective decisions.

You must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies.

You will support the Department’s 24/7 BC arrangements, which may lead to out of hours working during an incident. An allowance is payable, which covers call-out, response and overtime.

Some national travel will be required to attend team events and conduct assurance visits and exercises across the country.

You must have or be willing to apply for National Security Clearance at SC level.

Qualifications & Membership

Certificate of the Business Continuity Institute (CBCI), or Membership of the Business Continuity Institute (MBCI) or a willingness to work towards this. The team will provide all the support and training necessary to succeed.
