The Role

We’re recruiting for a Contract Manager here at Justice Digital, to be part of our warm and collaborative Strategy & Operations team.

The design, delivery, and support of Digital, Data, & Technology services is heavily dependent on collaboration between the MoJ and members of its extensive supplier ecosystem. On behalf of the wider MoJ organisation, Justice Digital invest over £360m per annum in supplier capability and solutions – many of which are critical to the operation of MoJ.

The contract management team exists to ensure that the money spent with suppliers is well managed. The team ensures that all contracts are established based on the best information available and managed for long-term value, while facilitating the development and maintenance of longer-term strategic partnerships.

Key Responsibilities:

The job holder will be required to undertake the following duties and responsibilities, which are dependent on the type of supplier(s) involved;

Leading end to end contract and supplier management (CSM) activity for the assigned contract(s). Dependant on the supplier / contract classification to include;

Working with colleagues from Commercial and across Justice Digital to implement and mobilise new contracts and support transition and exit activity.

  • Establishing governance to support effective management of the contract and the overall supplier relationship;

  • Leading key contract and supplier management meetings, ensuring they meet the specified objectives and deliver value;

  • Establishing clear roles & responsibilities to support effective management of the contract and supplier relationship;

  • Become the Justice Digital contract SME for the portfolio of contracts;

  • Supporting creation and execution of mobilisation, transition and exit plans.

Leading contract and supplier performance management.

  • Developing Key Performance Indicators (KPIs) specific to the contract and supplier which align to MoJ strategic objectives;

  • Managing the contract and supplier performance management activity, including reporting, communication, and the delivery of joint improvement plans with the supplier, where applicable.

Ensuring risks and issues are effectively managed.

  • Supporting identification and effective management of contract and supplier risk and own mitigating actions as required;

  • Supporting conflict and issue resolution with suppliers and stakeholders, seeking support from the Senior Contract Manager where appropriate;

  • Managing communication or escalation of issues from stakeholders;

  • Ensuring compliance with governance, legislative and policy requirements as appropriate.

Work with colleagues from Commercial and Justice Digital to ensure contracts are administered effectively;

  • Supporting on-time and accurate supplier payment in line with the contracted processes, providing operational data and approvals as required;

  • Contract administration, including supporting the development of contract variations, Requests For Service (RFS) and other contract mechanisms;

  • Managing the contract pipeline, management of data systems and records, facilitating new procurement activity.

Embedding Cabinet Office’s Supplier Relationship Management (SRM) approach at both supplier and contract level;

  • Developing the Supplier Relationship Management (SRM) strategy;

  • Leading the creation of a joint business plan;

  • Leading supplier development improvement projects with the supplier, to increase service performance deliver value for money, and release additional joint value;

  • Using business acumen and market insight to identify and deliver opportunities which result in improved service performance, value for money, and release additional joint value;

  • Facilitating 360 degree feedback across the MoJ and the supplier, and managing the resulting joint improvement plan;

  • Leading on collaborative service and value enhancement opportunities, working with other government departments where applicable;

  • Stimulating and delivering supplier innovation, which directly support Justice Digital and wider MoJ strategic objectives.

Person Specification

Essential

  • Relevant contract management, procurement, or commercial related qualification such as CIPs, World CC (formerly IACCM) or Contract Management Capability Programme accreditation).

  • Thorough knowledge of contract and supplier management best practice

  • Have demonstrable experience of managing contracts and supplier relationships across a broad range of services

  • Strong commercial acumen and ability to show evidence-based decision making

  • In depth knowledge and experience of negotiating with suppliers and stakeholders to achieve satisfactory outcomes

  • Analysing performance data and identifying value optimisation, service improvement and innovation opportunities

Willingness to be assessed against  the requirements for BPSS clearance
