We are looking for a Programme Manager to join our Capability Development team.

In this position you will play a pivotal role in driving forward projects to make a meaningful impact to overseas aviation security.

Job description

We are looking for a candidate with programme management experience and with a passion for security. Someone who wants their day to day work to have a real world impact and has the flexibility to work alone, within a small team and with colleagues across government.

The UK has the third largest aviation industry in the world, and aviation security has become a high priority in light of the current threat environment. Whilst we have control over security arrangements applied in the UK, our influence over security procedures applied to inbound flights is much less direct. Yet it is of great importance that the right security measures are applied for flights to the UK, for the safety of all passengers on those flights whether UK citizens or not. And it is of economic importance, for the UK and partner countries, that we maintain the conditions under which essential air lines can continue and grow.     

The Capability Development team sits at the heart of the Aviation Security International Operations (ASIO) Division, working with teams in the UK and overseas as well as with UK security companies to ensure that we can offer the most relevant and up to date advice, guidance and support to our partners to raise aviation security standards. This role will play a pivotal part in ensuring this can happen.

This role will work across HMG to ensure that the work of ASIO is highlighted and linked in appropriately at all levels within the wider CT community. Regular engagement with colleagues in Home Office and FCDO will be required often at short notice. This role will represent ASIO interests across the CT community and will report back on changes of posture overseas and other Departmental CT programmes.

The main duties and responsibilities include:

  • Using strong Project Management skills to manage the CONTEST Programme requirements including drafting a programme plan, putting together a bid for financial support for agreed priority countries, monthly reporting, monitoring, and acting on recommendations from CONTEST, etc.
  • Developing effective relationships and managing the day-to-day engagement with CONTEST and the Home Office. 
  • Working with the ASIO overseas Aviation Security Assistance Officers and coordinators to identify Capability Development (CapDev) actions within priority countries and lead on compiling these into an overall prioritised CapDev Programme. 
  • Supporting the team leader with financial management of the approx. £2 M annual CapDev budget, in line with finance best practice.  
  • Effectively engaging with teams across DfT and wider HMG, including Maritime, JOPP, MoD etc to ensure awareness and synergy across Capability. Development programmes as required. 

Person specification

About You

To thrive in these roles, you will have experience managing projects/programmes and can deliver on time and with excellent results. You will be numerically confident and have experience/understanding of bidding for financial support.

You have excellent communication skills and can effectively communicate complex information to a range of audiences. You enjoy working collaboratively and utilise your stakeholder management skills to build strong working relationships.

You have experience working in an operational environment with an understanding of Counter Terrorism or other national security threats.

Additional information

A minimum of 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. 

The nature of the work means that the post may include out of hours and shift working on occasion, including in the event of a security incident, but we make every effort to allow for your personal circumstances. There may also be the need for occasional overseas travel.
