Job description

Smart meters are a key enabler to deliver the Government's target of net zero carbon emissions by 2050, replacing traditional gas and electricity meters as part of a national energy infrastructure upgrade that will make our energy system cheaper, efficient, and more reliable. Smart meters will enable consumers to use energy when cleaner renewable generation is available and help them to take control of their energy use and cut their bills.

Smart meters will future proof our energy system by moving it into the digital age, which is why the Government’s vision is for every home and small business in Great Britain to have a smart electricity and gas meter.

This makes the Smart Metering Implementation Programme among the most significant change programmes in the energy industry. It will bring an end to estimated bills, put consumers in control of their energy usage and provide a cornerstone for the smarter and more flexible energy system of the future.

This role sits in the Consumer Policy team; a team with a clear purpose to engage and communicate the benefits of smart metering to consumers who don’t yet have one, and to ensure a positive consumer experience for those who do. We work to ensure consumers take up the offer and realise the benefits of smart meters, whilst their interests are safeguarded. To do this, we work collaboratively with other teams in the Programme and Department, as well as with a range of cross-government and external stakeholders. We are a dedicated and friendly team that supports flexible working, personal and professional development, and well-being.

We are looking for a new team member who can familiarise themselves with diverse policy areas and understand how our work fits within the wider energy context. This individual should be hardworking and motivated to support the delivery of key policy workstreams at a critical time in the smart metering roll-out.

Person specification

Skills and experience

  • Working with senior colleagues to develop policy on consumer engagement and protections, particularly for vulnerable consumers and people who prepay for their energy. These consumers can face greater barriers to getting the benefits of smart metering or may have particular barriers to acceptance.
  • Ensuring the interests of all consumers are considered, by developing an understanding of the benefits smart metering can offer consumers in vulnerable circumstances and identifying opportunities to improve consumer experience.
  • Exploring regulation and legislation opportunities to future-proof the smart metering roll-out by ensuring a strong level of consumer protection and user experience for people using smart meters.
  • Collaborating with Smart Energy GB (the independent, industry-funded, not-for-profit body responsible for the national public engagement for the roll-out) to reach the remaining pool of non-smart meter owners through local and national campaigns.
  • Briefing senior members of the Programme on the impacts of their workstreams on the smart metering roll-out.
  • Engaging with energy suppliers, consumer groups (such as Citizens Advice) and Ofgem, as well as teams across government.
  • Working with the team to identify and mitigate Programme risks, including safeguarding consumers against fraud.
