Job summary

This is a senior role within the UKHSA Border Health Team. The Border Health Team has strategic and operational responsibilities, primarily advising other UKHSA/DH and other stakeholders on the operational application of national policy/best public health practise at our borders (England) including all seaports, airports and land crossings.

Additionally, the Border Health Team works with all UKHSA Regions and specialized pan UKHSA teams to develop and deliver consistent services and standards at ports and airports across England, providing training, support, guidance and other specific services on behalf of UKHSA e.g. UKHSA Returning Workers Scheme, Port Medical Inspection and quality assurance of the UK Pre-entry TB Screening Programme.

This position is flexible and can be worked from any of the UKHSA offices. Applications for part-time, job-share or flexible working will be considered.

Job description

The role of the Border Health Consultant in Health Protection is to provide expert professional support to the Head of Border Health, Deputy Director Regional Specialist Services and wider border health team across the full range of specialised public health issues encountered at the border.  Additionally, they will lead on the service development of specific Border Health related issues as appropriate. For example,  the role would include active involvement with delivery of aspects  of the UKHSA Border Health Transformation Programme (BHTP) and would entail working with number of stakeholders across the government to ensure success of BHTP.

Whilst evidence of past or current experience at senior level to provide specific public health advice for wider maritime sector, seaports and migrant/asylum border health issues would be valued there is an opportunity for on-the-job training and development.

As part of the Border Health Team the Consultant will provide expert public health advice to partners throughout UKHSA as well as to external stakeholders on all issues related to Border Health. However, the post holder will have a focus on:

  • Supporting UKHSA Regions and the Border Health Team on operational matters
  • the wider maritime sector
  • migrant and asylum seekers border health issues such as Pre-Entry TB Screening

They will also contribute strategically to the development and maintenance of effective systems for the surveillance of communicable disease and environmental hazards at airports and seaports working in close partnership with centre Port Health Leads.

The post is subject to the core competencies as set out by the Faculty of Public Health for Consultation appointments and the post holder will be expected to demonstrate expertise in all of them (Appendix A)

Qualifications

Essential criteria

  • Inclusion in the GMC Specialist Register or UK Public Health (Special Inclusion in the GMC full and specialist register with a license to practice (or be eligible for registration within six months of interview) UK Public Health Register (UKPHR) for Public Health Specialists or be eligible within 6 months
  • If included in the GMC Specialist Register in a specialty other than public health medicine, infectious diseases medicine or medical microbiology, candidates must have equivalent training and/or appropriate experience of public health medicine, infectious diseases medicine or medical microbiology practice
  • Public health specialist registrar and specialist trainee applicants who are not yet on the GMC Register/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview; all other applicants must provide verifiable signed documentary evidence that they have applied for inclusion in the GMC/UKPHR If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT
  • Applicants must meet minimum CPD requirements in accordance with the requirements of the Faculty of Public Health/Royal College of Pathologists/Royal College of Physicians or other recognised body
  • MFPH by examination or evidence of equivalent qualification FRC Path or evidence of equivalent qualification MRCP or evidence of equivalent qualification

Knowledge and Experience

Essential criteria

  • Minimum 6 months experience in Health Protection practice
  • Practical experience in leading and facilitating change
  • Experience of communicable disease control in a wide variety of settings including out of hours on call
  • Experience of working with other agencies
  • Experience of emergency planning
  • Understanding of key agencies involved in health protection
  • Knowledge of methods of developing clinical quality assurance, audit, quality improvement and evidence based clinical and/or public health practice

Hybrid Working

UKHSA operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce.  

As a hybrid worker, you will usually spend a minimum of 60% of your contracted hours (averaged over a month) working at one of UKHSA's locations (approximately 3 days a week pro rata) and the rest of your time working from home.
