Job summary

Cadw is responsible for the care of 131 monuments across Wales. The post holders will be one of four regional managers, responsible for historic monuments in their allocated region, the management and deployment of a skilled team of in-house conservation specialists (Cadwraeth) and for the supervision of conservation works and maintenance in the region.

The role includes operational management of the monuments (not visitor facing staff), monument conservation and site maintenance services within the region, comprising predominantly historic and some non-historic property, to ensure sites are safe, accessible, attractively presented to the public, and fit for purpose for all staff.

The post holder will be responsible for the safe and efficient management and development of conservation teams and the supervision of minor capital projects in the region. To manage general and specialist maintenance, works and conservation programmes using Cadw’s in-house Craft Team (Cadwraeth), external contractors and consultants.

What key stakeholders will expect

Main Responsibilities:

Within a defined region of Wales, monitor the condition and presentation of Cadw's historic monuments through periodic inspections. Using observations from these inspections and information from other staff, identify and prioritise conservation work required to maintain Cadw's monuments in good order. Ensure work is prioritised and added to Cadwraeth's work programme, procured directly as a minor project, or put forward for inclusion in Cadw's major capital works programme Ensure all work programmes are approved by the Senior Conservation and Design Manager and Head of Building Conservation .

Direct line management responsibility for the regional Conservation Works Supervisor, with indirect responsibility for the regional Cadwraeth team. Oversee direction and motivation of staff, to ensure safe working practices and compliance with statutory regulations in conjunction with implementing approved safety and mandatory training programmes.

Oversee and approve method statements, safety plans, construction site documentation, and risk assessments as required. Ensure correct health and safety practice is adhered to on site at all times, reporting breaches to management promptly.

Ensure that all Cadw plant and tools and vehicles are serviced, repaired and maintained as required.

Carry out periodic site inspections and other compliance audits/checks using dedicated software, to assess site and fabric condition, maintenance standards, visitor safety and damage, deterioration or decay.  Prioritise inspection findings and remedial works regionally in line with risk, historical significance and available resource, and organise remedial work via external contractors or Cadwraeth.  

Ensure adherence to cyclical maintenance regimes is effective, and statutory compliance is met (including observations on grounds maintenance, site and premises, litter, tree safety etc.) and act as required. Report instances of performance gaps, damage, compliance risk or deterioration, and implement corrective, remedial, reactive and emergency works where necessary.

Coordinate external and internal specialist advice where required e.g. ecology reports, Cadw’s  Inspectorate, structural engineers etc. to ensure options are compliant and follow conservation best practice.

From inspections and other reports, generate & develop a three year rolling work programme  for Cadwraeth, small external contract, and identify potentiallarger capital project  for future annual conservation programmes. Agree this work programme with the Head of building Conservation and Senior Conservation and Design Manager and monitor progress quarterly. This will require an intermediate level of IT experience.

Prepare work schedules, specifications and contract documentation for individual contract works (eg. for one-off specific repair, maintenance, small development, replacements, improvements, and adaptations). Procure and appoint contractors, suppliers and consultants upto a value of c. £25,000. Ensure strict adherence to WG Procurement rules, work is delivered, safely, to programme and budget and to agreed quality standards and has all required consents in place.

Assist in renewal of national contracts (e.g. facilities management, vehicle fleet, PPE etc.), consultancy and supplier frameworks, etc. and appoint and supervise regionally.

Maintain an overview of the training and development needs of Cadwraeth,

Manage an annual regional budget of  £200,000 -£300,000, raising purchase orders and authorising payments. To help ensure that Cadw’s work is promoted, and understood by visitors and wider audiences where applicable, including showcasing our work to visitors, attending and representing Cadw at external events, work demonstrations, media opportunities etc.

In addition to the duties and responsibilities listed, the job holder may be required to perform other duties assigned by management applicable to the Grade.

Person specification

This role requires:

An appropriate professional (NVQ level 4/HNC Construction or above), supplemented by proven experience of  managing conservation projects and operational management with a recognised heritage body or main contractor.

An understanding of the historic environment, building conservation, traditional materials and methods of construction, specialist conservation techniques, and best practice in the maintenance, conservation, repair, and the regulations relating to historic buildings.

 A working knowledge and experience of applying the regulations affecting construction work, health & safety, operational cyclical and response maintenance, construction management, heritage and statutory compliance. 

Experience in specifying, planning & managing multiple small works projects often concurrently.

Experience in managing staff, performance and development, attendance, recruitment, work programmes, and allocated budgets.

An ability to multitask and identify and assess situations where increased risk may arise and take appropriate corrective action promptly where priorities may change.

Professional membership/accreditation or a desire to work towards it as part of training and personal development.

An ability to work collaboratively.
