The Marine Management Organisation (MMO) is an executive non-departmental public body of the Department for Environment, Food and Rural Affairs.

Driven by government’s aim for clean, healthy, safe, productive and biologically diverse oceans and seas, MMO’s purpose is to protect and enhance our precious marine environment, and support UK economic growth by enabling sustainable marine activities and development.

We are the independent regulator for England’s seas, professionally delivering service-focussed outcomes for our customers.

We are a team of around 400 people and combine our Newcastle upon Tyne and London operations with a local presence around the English coastline in Brixham, Beverley, Harwich, Hastings, Lowestoft, North Shields, Hayle, Plymouth, Poole, Portsmouth, Preston, Scarborough, Shoreham, Whitehaven.

Job description

This is a really exciting time to join the MMO as we become an independent coastal state, embedding new repatriated functions and services with an increased focus on the protection and enhancing of the marine environment.

Within this role, you will support the Principal Marine Officer – Compliance, in ensuring that the MMO demonstrates that its compliance and control activities comply with UK and International statutory requirements, by assisting to develop and maintain the monitoring, updating, and reporting enforcement activities undertaken by staff in MMO Coastal Offices and operational teams. This role will play a key part in the development and implementation of Fisheries Management Plans (FMPs) in addition to other emerging national policies. The position holder will engage with MMO’s Fisheries Management and Fisheries Management Plan teams, training and legal teams, coastal/operational teams, and senior leaders to ensure development and delivery of appropriate and effective enforcement strategies and guidance in relation to new fisheries management policy.

Duties include;

  • To take a leading role in providing evidence, advice, and recommendations in relation to regulatory assurance for FMPs and other emerging fisheries management policy, acting as the single point of contact between the Fisheries Management team and Compliance and Enforcement teams.
  • To take a leading role in the practical implementation of workstreams developed through FMPs and other emerging fisheries management policy by developing and co-ordinating operational enforcement guidance, including producing enforcement strategies and compliance directions.  Working with Legal, Training and Comms to deliver operational support to implement and enforce all legislation.
  • Contribute to the monitoring of management information (MI) from operational activities to inform monitoring of performance and workforce planning.
  • Assist in identifying solutions to address limitations in MMO’s enforcement activities and contribute to the delivery of measures to address gaps in relation to emerging fisheries management policy.
  • Assist with the roll-out of any new procedures and policies to operational staff in respect of emerging risks, urgent response, or new legislation. Contribute to setting protocols for reporting, ensuring operational teams adhere to these KPI’s through the PMOs or team leads.
  • Work with the Enforcement and Intelligence Team to help provide evidence for risk and enforcement priorities.
  • To support senior managers by contributing to effective monitoring of enforcement and assisting with drafting of joint protocols with IFCAs and DAs on the effective delivery of enforcement.
  • To support the Compliance team through contributing to other workstreams as required.
  • There may be opportunities to undertake seagoing duties which includes physical fishing vessel inspections.
