The multi award-winning Open Innovation Team (OIT) is a cross-government unit that works with experts to generate analysis and ideas for policy.  

We operate like an in-house consultancy, working at pace across a wide range of policy areas, including health, growth, sustainability, policing, justice, foreign policy, digital transformation and government innovation. 

As our new Communications Manager, you will be a key member of our growing team, developing and delivering a communications strategy that uses events and other tools to raise our profile, generate leads for work and increase our impact.  

Equally comfortable working independently or as part of a team, you will be skilled at wide range of tasks, including: developing and executing communications strategies; designing and delivering high-quality events; building and managing an online presence; developing marketing materials; and responding proactively to unexpected challenges and opportunities.    

Job description

The core responsibility of the role will be to work with colleagues to develop and deliver the OIT’s communications strategy. We expect this strategy to raise the profile of the OIT inside and outside government, develop our pipeline of high-impact projects by connecting us with teams across government, and cultivate effective relationships between academics, experts, and policy makers. 

The successful candidate will be responsible for shaping and delivering this strategy, setting communications objectives, delivering communications activities both independently and through others, and monitoring progress. This will include writing blog posts, content for GOV.UK, and internal communications, and organising memorable events that bring together external experts and policy makers. The postholder will also be expected to proactively identify opportunities for innovation and new approaches in our communications and events programme. 

The ideal candidate will be independent and self-motivated, with a proven track record of designing and delivering communications and events, ideally in a policy, government, or think tank setting.  

Person specification

Essential Criteria

  • Communications strategy: experience of independently planning, delivering, and evaluating a programme of communications activity, ideally in a policy setting or related field. 
  • Event planning and delivery: experience of planning and delivering online and in person events, ensuring effective stakeholder engagement, promotion, and logistics. 
  • Content creation: excellent written, editorial, and oral communications skills, with an eye for interesting, accessible, and effective content that meets the needs of target audiences.  
  • Relationship and network building: experience of developing effective relationships with colleagues and customers, and taking advantage of the opportunities that emerge  
  • Diversity and Inclusion: demonstrated experience of promoting diversity and inclusion within work area. 

Desirable Criteria

The following skills and experience are not essential, but we encourage candidates who are enthusiastic about learning and developing in these areas to apply:

  • Familiarity with Google analytics and other insight/analytics tools.
  • Experience of managing social media channels.
  • Experience of or an interest in policymaking and Government. 
  • Experience of writing for GOV.UK or similar platforms.

Desirable criteria will only be assessed in the event of a tie break situation to make an informed decision.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Interview 

If you are successful at the application stage, you will be invited to a remote interview and written assessment. 

Firstly, you will be asked to deliver a five-minute presentation on the question “How should the Open Innovation Team use communications to increase its impact?” 

Secondly, there will be an interview and you will be asked questions to assess your experience in line with the essential criteria listed above. 

At interview you will be asked a technical question around drafting. 

Thirdly, there will be a one hour written assessment where you will be asked to prepare a short note.

We reserve the right to raise the minimum pass mark in the event of a high volume or strong field of candidates.

Terms and conditions of candidates transferring from ALBs and NDPBs 

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum. 

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual. 

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
