Job summary

The Department for Work and Pensions is one of the biggest government departments delivering vital services to some of the most vulnerable people in society. As part of the UK’s biggest public service department, we make sure that millions of people receive their State Pension and working age, disability and ill health benefits each year. 

You’ll be part of the Targeted Case Review (TCR) project, within the Universal Credit (UC) Programme and part of the Change and Resilience Group portfolio. The post is a permanent position. Although on loan from CFCD to TCR initially, the successful candidate may work elsewhere within CFCD at a future point. 

Change and Resilience Group (CRG) lead on the Department’s portfolio of change programmes and projects. These programmes are involved in delivering the design and implementation of Universal Credit, alongside the transformation of our services, internally and externally, including focus on reducing fraud and error in our systems and modernising our services for all claimants. The unifying characteristic across the portfolio is that every change directly affects the lives of nearly every citizen in Great Britain.  

Targeted Case Review project is delivering Universal Credit Claim Review (UCR); a new function developed to significantly reduce the stock of fraud and error within Universal Credit, addressing incorrectness and ensuring claimants are paid what they are entitled to.

This is a dynamic, fast-paced environment, working at the heart of Government on a project that aims to transform the welfare system and save taxpayers money and requires the ability to work under pressure and with agility to fast-paced change.

Job description

We are looking for an experienced communications professional who can work across a wide variety of communications and engagement projects. It’s a unique role that will help strengthen our strategic capability, drive delivery of our communications strategy and work closely with stakeholders to improve engagement with our audiences.

Working within a multi-disciplinary team, you’ll be visible, accessible, and effective in collaborating, leading, and influencing others across Digital, Policy, Operations and Service Delivery. You’ll exhibit inclusive, effective leadership and stakeholder management, comfortable taking a lead in communicating messages with clarity and conviction, seeking feedback from others, listening and acting on this.

Confident in facilitating meetings and workshops, you’ll utilise your negotiation and persuasion skills to influence key partners to achieve shared outcomes that support delivery of the TCR communications strategy.

Key Duties

With a proven track record in project communications and stakeholder engagement you will:

  • Design and deliver effective communications and engagement plans to support the department’s TCR project, using your skills to help our audiences understand and engage with complex messaging.
  • Use a combination of no-cost and low-cost communications tactics to influence the attitude and behaviours of the general public, claimants, and sector organisations as well as internal teams across the department.
  • Act as lead point of contact, regularly engaging with TCR partners to identify, develop and deliver communications activity.
  • Work with the central communications team to create regional and national media opportunities, coordinating recruitment campaigns and ministerial visits.
  • Respond promptly and efficiently to commissions, including Parliamentary Questions and Freedom of Information (FOI) requests, considering wider impact responses may have on the project, department and government reputation.
  • Coordinate and maintain a record of briefings, ensuring messaging is up-to-date, consistent and reflective of the project’s current status with the ability to advise senior managers where necessary on the relevant lines to take.
  • Coordinate with colleagues across different teams including policy, legal and analysts to ensure figures and details contain appropriate narrative and context and advise on presentational issues. Ensuring an appropriate and timely response is provided for all forms of briefing, including for Parliamentary engagement.

Candidates are required to provide evidence of a proven track record of:

  • Experience of developing and delivering high-profile integrated communications and briefing activity, coordinating relevant teams to agree purpose, messaging, channels and overall sequencing of activity to target audiences. (Lead Criteria).
  • Excellent organisational skills with the ability to work at pace, respond to changes and prioritise competing tasks whilst maintaining a high-quality output (2nd Lead Criteria).
  • Superb written English with the ability to translate complex language into compelling narrative.
  • Drafting and coordinating advice to senior stakeholders including Ministers and Permanent Secretary.
  • Demonstrating personal accountability through periods of change, championing effective communications both within and outside of the team through strong, inclusive and effective leadership.
  • Strong creative skillset, with the ability to develop visually appealing communications products that adhere to brand guidelines and accessibility regulations.
  • Strong influencing and interpersonal skills with the ability to build strong working relationships with teams across the department.
  • Maintaining an awareness of and ability to respond to senior and political factors which could impact ongoing priorities.

  • If based in Wales, the ability to speak Welsh is desirable.

Hybrid Working 

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. Important information. 

Whilst this post is a permanent position in Counter Fraud, Compliance and Debt Directorate (CFCD), DWP is looking to fill a role in the Targeted Case Review (TCR) Project Team. As such this role will initially be on loan from CFCD to TCR. The successful candidate may work elsewhere within CFCD at a future point. 

Working Pattern 

Part-time and job-sharing working patterns within working hours will be considered but must meet business needs. We will do our best to let people with existing part time contracts retain their contracted hours provided they are in line with current business needs. Please note that successful part time and job share candidates will be required to work full time for specific periods to complete all training and consolidation.  

Hours of Work 

The full-time working week in DWP is 37 hours. You may be required to work at any time between the hours of:  

7:45am and 8:00pm on any day between Monday to Friday, and​ 

8:45am to 5:00pm on Saturday.​ 

Managers will agree working patterns with successful applicants within these business hours and review these as appropriate.

Stage 2 - Interview 

Those who pass the Written Application Sift with the required score will be invited to a blended interview and will receive an electronic notification to your Civil Service Jobs account.

Preparing for the interview

The interview will take approximately 45 minutes where you will be asked a mixture of Behavioural and Strength questions.  A blended interview aims to be more of a conversation at interview offering a more inclusive approach. The Strength and Behaviour based questioning explores what the candidate can and has done, but also their potential.   

Behaviours

You will be assessed against the Civil Service Behaviours listed above at Level 3.

To help you prepare and settle into the interview you will be sent the behavioural questions in advance of the interview. These questions should be treated as confidential and should not be shared. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions, and those about your strengths.

An example of a Behavioural question would be “Tell me about a time when you’ve had to deal with a difficult customer.”

It may help to use one or more examples of a piece of work you have completed or a situation you have been in and use the WHO or STAR model to explain:    

  • WHO - What it was, How you approached the work/situation and what the Outcomes were, what did you achieve? or 
  • STAR - What was the Situation? What were the Tasks? What Action did you take?  What were the Results of your actions?

Strengths

It is difficult to prepare for strength type questions. However, you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role. 

While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.

If you do not have work-based examples then please give examples from school/college, clubs, volunteering or other activities you have been involved in.

Stage 3 – Offer

Once all interviews have been completed, candidates will be notified of the outcome by email. Offers will be made in strict merit order to the highest scoring candidate first.

The successful candidate(s) will be notified of a start date following successful security checks, which is likely to be during May / June 2024.

Please note:  

  • If you are offered the role you applied for, in a location you have expressed a preference for, and you decline the offer or are unable to take up post within a reasonable timeframe you will be withdrawn from the campaign and removed from the reserve list, other than in exceptional circumstances*.  
  • If DWP makes an offer of an alternative role or location to that which you originally applied for, and you decline that offer, you will be able to remain on the reserve list.
