Job summary

The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It will provide corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).

Job description

The Commercial Systems and MI team is an integral part of the Commercial Shared Services function within ICS providing the systems, tools, processes, data and analysis to support commercial delivery, improve efficiency, mitigate risk and enable the DESNZ and DSIT to deliver on their priorities. 

We are looking for a highly motivated and pragmatic individual to lead on the support, management, continuous improvement and development of our commercial system Jaggaer, its data and information, and provide proactive and positive engagement with our stakeholders.

The systems and modules we currently manage include: Jaggaer One procurement system including modules; Supplier Management+, Sourcing+, Contracts, Savings Management, Category Management +, Spend Management + and Procurement Analytics+. Docusign, Power BI, internal Cabinet Office systems.

Key responsibilities


You will lead and support on: 

Support deliverables:
- Supporting users e.g. commercial delivery leads and contract managers in using Jaggaer.
- Designing, maintaining and delivering relevant training material for the systems’ users. 
- Collaborating with team colleagues to analyse issues, problem solve and provide advice, solutions & options on the Jaggaer system.

Administration:
- User administration: user onboarding; profile and access management
- System administration: managing configuration updates and implementing small changes; managing mass data uploads; managing data mart reporting.

Information and data;
- Timely production of legally required MI on behalf of departments using Jaggaer reporting.
- Lead and respond to departments’ commercial freedom of information requests (FOI), parliamentary questions (PQ) and other external correspondence received. Working with commercial professionals and other partners to ensure responses are provided within the timeframes given and ensuring they comply with legalisation.
- Supporting the Reporting and MI Lead within the team, in the iterative development of MI packs and Power BI dashboards.
- Leading and supporting on data quality & governance initiatives as part of the broader data quality strategy.

System management and in house development /continuous improvement:
- Lead and support the ongoing development of the commercial system improvements, ensuring DESNZ, DSIT and ICS continue to procure and run contracts in a more effective and efficient way. 
- Design new solutions, templates and workflows for varied stakeholders across DESNZ, DSIT and ICS Commercial.
- Manging the system interdependences e.g. DocuSign, ERP financials, as data is either integrated or merged for analytical purposes.
- Creating and managing Jaggaer data mart reporting, using the system functionality to build bespoke reports.
- Access available knowledge, user groups and other resources to promote best practice opportunities. 

Development and projects:
- In all of these, understand requirements, support the planning of design, implementation and testing; documentation, training and share knowledge with other colleagues to ensure effective business readiness and that users get what they need and expect.
- Managing small to medium sized changes using a simple agile approach.
- The development and release of future Jaggaer products e.g. Supplier Relationship Management; - -Qualification and Risk; Supplier Segmentation; Spend Analytics. 
- Managing the Jaggaer system requirements to meet future cross government requirements including - Procurement Reform, from information available including the Jaggaer user group.
- Lead and support the re-procurement of the commercial system (currently Jaggaer). 
- Horizon scanning: identifying and assessing the impact of potential future system, process and reporting changes.

Stakeholder engagement:
- Ongoing engagement with peers across DESNZ, DSIT and ICS Commercial system users. 
- Engaging in internal and cross government data and systems groups.
- Leading the monthly user systems’ and data forum. 
- Fully including commercial users in system projects and encourage the uptake of new processes and systems. 
- Providing a positive customer experience.

Skills and experience

We are looking for candidates that:
- Have experience owning, developing, and/or implementing complex systems. Ideally this would include experience with commercial systems such as Jaggaer or Atamis, but we welcome candidates who could bring transferable skills from other functional specialities. 
- Have driven system design / continuous improvement initiatives.
- Proven experience of working with O365 applications including Word and Excel and SharePoint.
- Have proven experience of data analysis and/or governance and assurance.
- Demonstrate capability of delivering projects
- Demonstrate capability to work proactivity and to take ownership and accountability of your own tasks and work.
- Demonstrate capability in managing stakeholders and establishing relationships both internal and external to your organisation.
- Demonstrate excellent verbal and written communication skills.
