ABOUT THE DEPARTMENT

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.
The Ministry of Justice (MoJ) has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies. 
The MoJ spends £7.5bn a year and manages over 1600 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and His Majesty’s Courts and Tribunal Service Reform. The scope of our contracts ranges from building, maintenance and the operation of Prisons, Courts and Young Offender establishments through to food for prison dogs. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services. 
CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.
 
SCOPE

Portfolio 

The post being advertised is in the Directorate’s Construction team. The team is responsible for providing commercial support for Capital Maintenance projects including those for the probation service, courts, prisons and other areas. Contribution to a strong team ethos as well as commitment to continuous improvement, collaboration and knowledge share are essential.
To support the Ministry of Justice and its agencies in providing suitable, safe and secure buildings we spent over £140m approx. in financial year 2022/2023 on construction contracts with a wide range of service providers. Construction competitions with our team focusing mainly on requirements under £30m and are carried out on design and build contracts supported by a range of professional service providers. Construction works range from refurbishments and security upgrades to new builds. 

The role supports the Senior Commercial Manager with the commercial management of services and works at all stages of the contracting cycle, but with emphasis on competition, across a large and diverse site portfolio, often undertaken in challenging operational environments. 

You will develop and maintain positive relationships with all relevant stakeholders and encourage collaborative relationships as appropriate. Your professional expertise and judgement will be relied upon and valued by senior colleagues.

Key Responsibilities 

Key responsibilities include:

•    Contract administration of a range of construction and professional service contracts
•    Provide commercial advice and support to relevant stakeholders in developing strategies for procurement
•    Ownership of strategy at commercial project level, driving commercial opportunities to deliver value for money and/or savings
•    Stakeholder engagement and strong relationship building to define requirements, develop, implement and manage procurement and contract management strategies - stakeholders including customers (often at a Senior Director level), suppliers, legal and finance
•    Support negotiations with suppliers to vary or change contracts, obtaining and managing input for operational colleagues and others as directed
•    Support project sponsors to deliver and maintain their procurement pipeline
•    Use electronic sourcing (Jaggaer) and management systems (SOP and METIS)
•    Associated adherence to respective policy and governance controls
•    May also have line management responsibilities

Person Specification

Essential Criteria:
•    A proven track-record delivering sourcing and/or contract management in a high value complex commercial environment 
•    Strong business acumen and ability to show evidence-based decision making 
•    Excellent stakeholder management skills 
•    Excellent written and oral communication skills 
•    Working knowledge of public sector procurement legislation including EU Rules and UK interpretations (desirable)

•    Enthusiasm, energy, proactivity, prepared to work under their own initiative and to be flexible and adaptable in a demanding environment.

Desirable Criteria: 
•    A proven track-record working in the construction procurement environment. 
•    Knowledge and experience of industry contracts. Eg. SAA PPC 2000 and NEC3 suite of contracts. 
•    Good working knowledge and experience of Procurement systems e.g. Jaggaer

Qualifications

Candidates must have one of the following or a willingness to work towards gaining the appropriate qualification:
•    Member of a relevant professional body, e.g. CIPS, IACCM or similar.
•    Contract Management Capability Programme Foundation Accredited (Available through govcommercialcollege.co.uk)
•    MCIPS (attracts a higher starting salary)
