Job summary

As part of the Data, Insights & Systems team within the Commercial function, this key role is responsible for the management of commercial data and reporting. Advocating a self-serve approach to commercial data products, identifying opportunities for process improvement and applying automation where possible, and presenting to senior stakeholders.

The expectation is that the post holder will develop reports, maintain existing business intelligence dashboards, undertake analysis, automate repetitive business processes using the Power Platform suite (Power BI, Power Automate, and Power Apps) and support the management of our Source-to-Contract system (Atamis).

In addition, you will support the delivery of projects and continuous improvement initiatives in Commercial that enhance the maturity of the function. Your role also involves identifying and interpreting trends or patterns to improve data accuracy and operational performance, ensuring that these improvements are reflected and monitored in reporting.

You will be expected to work as part of a high-functioning team in delivering data solutions and ad-hoc reporting requests for stakeholders across UKHSA, central government and liaise with other government bodies on commercial data best practise. You will be working in a fast-paced commercial environment providing key management information to drive effective decision-making and strategy. The successful individual will be a self-starter, comfortable working on change and transformation.

Location

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Job description

As the Commercial Data Manager, you will play a critical role within the Data, Insights & Systems team, situated at the heart of our Commercial function. Your role encompasses the development of reports, maintenance of business intelligence dashboards, and rigorous analysis of data to extract actionable insights. Proficiency in Power BI, Power Automate, and Power Apps is crucial, as these tools enable you to streamline workflows and automate repetitive tasks, ensuring operational efficiency.

You'll also play a pivotal role in supporting projects aimed at advancing the maturity of the Commercial function. This involves not only contributing to more informed decision-making processes, but also fostering a culture of continuous improvement by working with internal stakeholders to identify opportunities to enhance processes and systems to drive innovation and efficiency within the organisation.

Collaboration lies at the heart of your role, as you'll also engage with stakeholders across UKHSA, central government, and other bodies. This collaborative approach is essential for delivering data solutions and addressing ad-hoc reporting requests promptly and effectively. By fostering strong relationships with stakeholders, you'll maximise collaboration opportunities and enhance the organisation's overall capability to leverage data for strategic decision-making.

Your main responsibilities will include:

  • Support the Commercial Data, Insights & Systems Team on: Recurring BAU performance reporting; Dealing with urgent and sometimes complex data queries delivered to tight timescales; Responding to other requests such as Commercial Senior Leadership Team requests, ministerial requests and Freedom of Information requests.
  • Design, implement, and maintain automated Power BI reporting dashboards.
  • Implement and manage workflows to automate repetitive tasks and streamline processes across the Commercial Workflow.
  • Leverage the Power Platform suite (Power BI, Power Automate, Power Apps etc) to drive operational excellence and ensure adherence to regulatory requirements.
  • Collaborate closely with stakeholders to identify process inefficiencies and compliance gaps and propose innovative Power Platform-based solutions to address them.
  • Develop relationships with a range of internal and external stakeholders to maximise opportunities to collaborate on best practise and improve capability.
  • Support the management of our Source-to-Contract system (Atamis).

Person specification

It is important through your application and Statement of Suitability of no more than 500 words that you give evidence and examples of proven experience of each of the essential criteria (for full details of all essential criteria please refer to the attached job description):

Essential

  • Experience working in an Analyst/Data Analytics role, including preparing and presenting data to senior stakeholders.
  • Proven experience automating business processes and reporting using the Power Platform suite, including Power BI, Power Automate, and Power Apps.
  • Advanced MS Excel
  • Business Analysis capabilities including requirements gathering and structured approach to problem-solving.
  • Pro-active individual to lead and deliver on projects and drive workstream forward.
  • Communicate complex data details into business language and display excellent stakeholder management skills.
  • Ability to manage stakeholders effectively and communicate insights through data, strong analytical skills with attention to detail, and experience in analysing data from multiple sources.

Desirable

  • Experience working in a Procurement/Commercial environment.
  • Public sector experience.

STAGE 1 - APPLICATION & SIFT: 

You will be required to complete an application form. This will be assessed in line with the full list of essential criteria as detailed in the attached job description – please do provide evidence of how you meet this. Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with reference to the essential criteria (outlined in the person specification section).

You will also be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.

If you are successful at this stage, you will progress to an interview.

STAGE 2 – INTERVIEW 

This competition will involve an interview by video. 

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.  Candidates will also be asked to participate in a session where they will be required to prepare and deliver a 5-minute presentation to the panel.  This will be followed by a question-and-answer segment.  The presentation will be designed to assess each candidate’s experience in line with the requirements of the role.  Full details will be provided prior to the interview.
